Second Vietnam - Russia Defense Strategy Dialogue

-The two sides assessed new complex developments of mutual concern, especially recent tense developments in the East Sea.

On March 21, the “Second Deputy Ministerial Defense Strategic Dialogue between Vietnam and the Russian Federation” took place in Moscow, the capital of the Russian Federation. The high-ranking Vietnamese military delegation was led by Senior Lieutenant General Nguyen Chi Vinh, Deputy Minister of National Defense. The delegation of the Russian Ministry of Defense was led by Deputy Minister of Defense Anatoly Antonov.

The two sides informed each other about the international and regional situation and exchanged and assessed new complex developments that both sides were concerned about, especially the recent tense developments in the East Sea.

Regarding the comprehensive strategic partnership and cooperation between Vietnam and Russia, including defense cooperation, the two sides reviewed the current state of the relationship and affirmed the important role of implementing defense strategic dialogues in building trust. The two sides also agreed on further activities in bilateral defense and military technology relations.

Speaking at the dialogue, Russian Deputy Defense Minister Antonov emphasized: “We attach great importance to the meeting between Vietnamese and Russian military officers. The meeting between defense representatives of the two countries is a very important part of the dialogue activities aimed at developing the cooperative and partnership relationship between the two countries. We consider Vietnam a strategic partner, holding an important position as a bridge between Russia and ASEAN, which this year we celebrate the 20th anniversary of the establishment of relations. These are not just words, but we, through our actions, have proven to the world about friendship and cooperation based on the love of peace, overcoming all challenges with our own efforts.”

For his part, Vietnamese Deputy Minister of Defense Nguyen Chi Vinh also expressed his joy at the important progress in the Russia-Vietnam cooperation relationship and affirmed: “Vietnam is pleased with the good cooperation relationship between the two countries and expressed trust and hope that the cooperation relationship will continue to develop. The Vietnamese side has prepared very carefully for this meeting and it can be said that everything that needs to be discussed at the dialogue is in the spirit of openness and frankness. The good relationship between the two countries will be the premise for cooperation in strategic projects, bringing benefits to both sides to achieve peace, development, and contribute to the region and the world.”

The first defense strategic dialogue was also held in Moscow in mid-December 2013. Previously, also on March 21, Deputy Minister of Defense Nguyen Chi Vinh visited the Vietnamese Embassy in the Russian Federation and talked with the embassy staff about some domestic, international and regional situations that many people are interested in./.
