Shangri-La Dialogue 11 enhances common awareness of maritime security

A series of "hot" issues in the Asia-Pacific region such as the involvement of major powers, maritime security... were raised at the 11th Asia Security Summit (Shangri-La Defense Dialogue 11) on the morning of June 2 in Singapore. Senior Lieutenant General Nguyen Chi Vinh, Deputy Minister of National Defense, led a high-ranking delegation of the Vietnamese Ministry of National Defense to attend the Dialogue.

In his speech titled “America’s Rebalance to the Asia-Pacific,” at the first plenary session of the 11th Shangri-La Dialogue, US Secretary of Defense Leon Panetta stated that the way to realize America’s long-term goals in the Asia-Pacific is to commit to common principles aimed at enhancing peace and security in the region. Protecting freedom of navigation was also the theme of the second plenary session.

Speaking at this session, although approaching from many different angles, the speakers all shared the same view that to protect freedom of navigation in particular and ensure maritime security in general, it is absolutely necessary not to use military force, and to peacefully resolve disputes on the basis of international law, especially the 1982 United Nations Convention on the Law of the Sea (UNCLOS 1982) and regional treaties.
