(Baonghean) - On the morning of May 10, the People's Committee of Quy Chau district organized a meeting to listen to the opinions of households receiving land for forest planting in the Ban stream area of ​​Chau Hanh commune and Chau Hoi commune, and at the same time directed the branches and authorities of the two communes to have a plan to hand over the land according to Conclusion 87 KL.UBND.KT of the Provincial People's Committee dated March 23, 2007.


There are 18 households of civil servants who were assigned forest to the wrong subjects according to Decree 163/CP, of which Chau Hanh commune has 10 households, Chau Hoi commune has 8 households. Up to now, implementing the conclusion of the Provincial People's Committee, 8 households have handed over forest land to the commune. The remaining 10 households have not handed over, or have handed over a part.

Previously, this area was forest 2A managed by Quy Chau Forestry Enterprise, then handed over to the people for management. However, the People's Committee of Quy Chau district assigned the forest to the wrong subjects according to the provisions of Decree 02/CP and Decree 163/CP of the Government, when the assigned households were all civil servants and employees and did not have a local household registration.


The current difficulty in the handover is that the people who were assigned the forest have planted raw material forests, the district does not have the funds to compensate for assets on the land. On the other hand, the district People's Committee does not have the funds to measure and prepare documents to hand over to the people. Therefore, the handover of forest land to the people according to the province's inspection conclusion, which has lasted for many years, has not been thoroughly resolved.


The People's Committee of Quy Chau district has directed the Department of Agriculture and Rural Development, Forestry, and the People's Committees of Chau Hoi and Chau Hanh communes to have a plan to divide land among the people. In particular, the 10 households with planted forests need to be guided through the procedures to continue renting the land until the harvest is completed and then return the forest, not to replant after exploitation. Officials and party members must review the receipt of land and forest to the wrong subjects, allowing the situation of complaints to last for many years.
