Priority candidates for recruitment into the People's Public Security
DecreeNo. 103/2015/ND-CP of the Governmentdetailing and implementing measures for a number of articles of the Law on People's Public Security,clearly stipulates the selection criteria and priority subjects for recruitment into the People's Public Security.
Accordingly, citizens selected to join the People's Public Security must meet the following standards: 1- Be a citizen of the Socialist Republic of Vietnam; 2- Ensure the political standards of People's Public Security officers and soldiers; have good moral qualities and health; voluntarily serve in the People's Public Security under the professional regime or recruitment regime; 3- Have technical expertise, professional skills, and aptitude suitable for public security work.

Priority in recruiting ethnic minorities
Regarding priority in selecting students to join the People's Public Security, the Decree clearly stipulates that the People's Public Security is given priority in selecting excellent students who have graduated from universities and vocational training institutions that meet the standards for training and recruitment into the People's Public Security.
In addition, to meet the needs of protecting national security and ensuring social order and safety, and fighting and preventing crimes in strategic areas, every year, the Ministry of Public Security is given priority in selecting ethnic minority citizens or other citizens with permanent residence of 10 consecutive years or more in mountainous, highland, remote, border and island areas with appropriate professional qualifications to join the People's Public Security.
In addition, every year, the Ministry of Public Security is selected to send officers, non-commissioned officers and students from People's Public Security academies and schools to training facilities outside the People's Public Security in the country and abroad to train in fields and professions suitable for public security tasks.
