The ICs provide land for investment projects, contributing to promoting production and business, and creating jobs for local workers.

Bustling industrial clusters

Dien Chau district is one of the localities that soon established industrial clusters. In 2003, Dien Hong industrial cluster was built with a planned area of ​​10 hectares, with 13 enterprises and 28 households investing in production and business, filling the planned area. In response to the need to develop production and business of enterprises in the district, in 2007, Thap - Hong - Ky industrial cluster continued to be approved by the People's Committee of Nghe An province for detailed planning, expanding to 26 hectares in 2011. This is an industrial cluster that is highly appreciated by provincial departments, branches and sectors for its synchronous infrastructure investment, modern wastewater treatment plant and highly effective investment attraction.

Up to now, 31 enterprises and individual households have registered for investment, of which 15 projects have been operating stably in production and business, 6 projects are under construction, and 10 projects have not yet started construction investment. 9/31 projects have been granted Land Use Rights Certificates. Enterprises are operating stably, creating jobs for over 2,300 workers. Of which, Nam Sung VINA Co., Ltd. (Korea) alone has invested in construction of 90% of the workload, receiving nearly 2,000 workers with an average income of 3 - 3.5 million VND/person/month. Some new products such as: Fertilizer, barbed wire, galvanized steel pipes, industrial sewing... have a fairly high growth rate, creating many jobs for workers in the district.

In Do Luong, in addition to the 7.78-hectare town industrial cluster; Lac Son industrial cluster with a total area of ​​20 hectares, the district is planning a 10-hectare Thuong Son industrial cluster to relocate some polluting production households located in residential areas. In the town industrial cluster, 13 enterprises have focused on investing in building infrastructure according to the approved plan, creating jobs for over 500 workers. In this industrial cluster, traditional industries have been invested in and expanded such as carpentry, masonry, mechanics, electronics, etc. It is known that enterprises operating in industrial clusters are supported according to the district's policy. In the town industrial cluster alone, Do Luong district has invested 2 billion VND for site clearance, 5 billion VND to build infrastructure, traffic, and drainage ditches. Enterprises entering the Lac Son industrial cluster are also supported with electricity lines to the factory. In addition, there are policies on land rent exemption and reduction, income tax exemption and reduction... From a small-scale establishment, in 2005, Nguyen Nghia Company Limited invested in doing business in the industrial park. Up to now, it has built a strong brand specializing in wooden products that are favored by the markets in the South and the North. Ms. Nguyen Thi Tue, Deputy Director of the company, said: In addition to producing high-class wooden products including tables, chairs, cabinets, beds, benches... we have a team of skilled workers specializing in installing wood-related projects. The company's total annual revenue reaches 50 - 60 billion VND, creating stable jobs for 150 workers, with salaries from 3 - 12 million VND/person/month. In Vinh City, there are many effectively operating industrial parks, typically Nghi Phu Industrial Park (Vinh City) with 18/18 stable operating enterprises; In early 2015, 1 more Korean and 1 Japanese enterprise invested and started production, creating many jobs for local children and neighboring areas.

According to the industrial cluster development plan in Nghe An province approved in Decision No. 91/QD-UBND.CN, by 2020, the province will have 47 industrial clusters with a total planned area of ​​920.4 hectares. During the implementation of the plan, the following industrial clusters have been adjusted and added: Chieu Luu (Ky Son); Nam Thai (Nam Dan); Dien Thap (Dien Chau); Nghia Hoan (Tan Ky); Na Khuu (Que Phong); Nghia Long (Nghia Dan), Nghi Kim, Nghi Lien (Vinh City) and concentrated seafood processing clusters: Quynh Dy (Quynh Luu), Dien Ngoc (Dien Chau) to the development plan. At the same time, the Provincial People's Committee has decided to remove the Hoa Son (Do Luong) industrial cluster from the plan.

Up to now, there are 32 industrial clusters in the area that have implemented investment and construction steps, of which 9 industrial clusters have filled their areas; 5 industrial clusters are investing in technical infrastructure and have enterprises investing in production and business; 8 industrial clusters are implementing investment; 10 industrial clusters have established and approved detailed plans. The industrial clusters have attracted 179 investment projects. The main investment fields include mineral processing, forestry products, knitting, mechanical processing, metal recycling, plastic product recycling and manufacturing, and packaging manufacturing. The types of enterprises and investment levels are mainly small and medium scale. The total investment of industrial cluster enterprises reached 1,913 billion VND, an average of 15 - 20 billion VND/enterprise. The number of employees working in industrial clusters is about 4,900 people, an average of 30 employees/enterprise. In 2014, the production value of industrial cluster enterprises reached approximately 1,480,000 billion VND, accounting for 5% of the province's total industrial production value. Budget revenue from industrial cluster enterprises reached approximately 75 billion VND.

Problems that need to be solved

Industrial parks play a very important role in meeting the demand for factory construction sites for businesses, ensuring economical use of land, reducing infrastructure investment costs, ensuring ecological environment, associated with the formation of new urban areas, restoring and developing traditional industries.

However, the actual scale of industrial parks in Nghe An province is not large (average 10-15 hectares). Of the 23 industrial parks that have been approved for infrastructure investment projects, only Dong Vinh Industrial Park (Vinh City) has attracted infrastructure investment companies; the remaining 22 industrial parks have investors from the People's Committees of districts, towns and cities. Mr. Nguyen Van The, Head of the Industrial Management Department, Department of Industry and Trade, said that the demand for investment in industrial parks is high, but because there are no enterprises investing in infrastructure, currently industrial parks are generally fragmented. The establishment of an industrial park development center has not been implemented because the developed industrial parks are still scattered, the construction investment capital is still low, so the amount of infrastructure construction work is limited.

At Thap - Hong - Ky Industrial Park, in general, enterprises and individuals after being allocated land have implemented projects on schedule and used them effectively. However, there are still some projects that have been granted investment certificates and allocated land since 2010 but have not yet been invested in construction, and are still left vacant, causing waste of land. The lighting system has not been invested in construction, causing insecurity for the entire industrial park. The clean water pipeline has not been deployed, which is also affecting production and business. Mr. Hoang Van Ba, Director of the Construction Investment Management Board of Dien Chau district, said: The district has invested in a fairly synchronous infrastructure system, but currently the roads and sidewalks are seriously degraded due to overloaded vehicles entering and exiting. Some households in neighboring communes arbitrarily dump garbage and burn electric wires to collect copper, causing environmental pollution. In addition, some projects have been invested in construction and put into production and business but contrary to the approved business lines, which also affects management. In addition, some enterprises operating in industrial clusters have not complied well with labor protection, land use efficiency is not high...

These shortcomings require the participation of local authorities, relevant levels and sectors to strengthen the monitoring, inspection and evaluation of the implementation of legal regulations on land, environmental protection and other relevant regulations in the management of industrial clusters. Along with the development of mechanisms and policies to mobilize economic sectors to invest in the construction and development of industrial cluster infrastructure, it is necessary to develop policies to attract investment projects with high socio-economic efficiency to invest in industrial clusters... Organizing and managing industrial clusters to operate effectively is also a solution to promote the development of local industry.
