Nam Can Border Guard Station: Arresting a heroin trafficking gang
(Baonghean.vn) - NOn November 26, 2013, Nam Can Border Guard Station organized forces to surround and arrest 2 subjects who were retailing drugs to addicts in the forest of Xoong Con village, Luu Kien commune, Tuong Duong district.
Implementing plan No. 67/KH-DBP of the Nam Can Border Guard Station Command on "Strengthening surveys, grasping the situation, and combating subjects who illegally buy, sell, transport, store and use drugs in the area under the charge of the station and related adjacent inland areas", the Station Command has directed the PCTPMT reconnaissance force to use professional measures to conduct surveys and evaluate all activities of subjects who illegally buy, sell, transport, store and use drugs in the area under charge and related areas to find sources to establish a case to fight. Thereby, a group of subjects specializing in retailing drugs to addicts in Luu Kien commune, Tuong Duong district, Nghe An province was discovered.
The activities of this criminal group are quite complicated, with many participants, a wide area of operation involving both the border and the interior with very sophisticated methods. The subjects often choose huts in the deep forest, frequently change locations and have few people passing by to trade drugs. They often carry weapons and are ready to fight back when detected and arrested by the authorities. Based on the collected information, the Command of the Station has developed a plan, directed the reconnaissance force to overcome all difficulties, closely follow the subjects and the assigned area day and night to investigate and clarify the methods and tricks of operation, and determine an effective plan to destroy this dangerous criminal group.
After monitoring the activities of the subjects, realizing that the opportunity had come at 1:00 p.m. on November 26, 2013, the Command of the Station organized a task force of 7 officers and soldiers led by Lieutenant Nguyen Manh Truong, Head of the PCTPMT Team, to urgently march to the location where the subjects were delivering the goods. It was a small hut located in a remote forest between Con Muong and Xoong Con villages, Luu Kien commune, Tuong Duong district, a place that very few people knew about.
Approaching the location, the entire team quickly organized a siege formation. When they saw the subjects engrossed in the transaction, they secretly approached, the scouts suddenly rushed forward and used martial arts to knock down the two subjects who were buying and selling heroin on the spot. The two subjects arrested were: Luong Van Hoi (born in 1982, residing in Con Muong village, Luu Kien commune, Tuong Duong district) and Loc Van May (born in 1993, residing in Khe Kien village, Luu Kien commune, Tuong Duong district). At the scene, the scouts seized evidence including: 62 packs of heroin and 1 electric baton. The fight took place very quickly and effectively, the process of catching them ensured absolute safety for people and weapons.

Immediately after arresting the subject, Nam Can Border Guard Station conducted a preliminary investigation, completed the file, initiated a criminal case, and transferred the subject and evidence to Tuong Duong District Police for further investigation and handling according to authority.
Lieutenant Colonel Pham Huu Ha, Chief of Nam Can Border Guard Station, said: in addition to the above case, from the beginning of 2013 until now, the unit has established and implemented 7 professional plans to combat drug crimes; arrested and handled 7 cases/7 subjects, seized 16 grams of heroin and 1 grenade... which has contributed significantly to the work of maintaining security and order - social order in the border area and related areas.
