In 2014 and the first 6 months of 2015, based on the plan and the proposed administrative reform content, the Department of Transport has had a number of leadership, direction and propaganda measures; at the same time, specifically carried out administrative procedure reform in many fields, so it has achieved remarkable results such as direction, operation, institutional reform, advising the Provincial People's Committee to issue many timely legal documents, and initiatives in administrative reform.

Regarding administrative reform, the Department of Transport promulgated administrative procedures, simplified administrative procedures in the issuance and renewal of driving licenses through district-level post offices, and publicized 68 administrative procedures on the electronic information portal under its jurisdiction. From January 1, 2014 to May 30, 2015, the Department of Transport received and processed more than 72,800 dossiers.

Currently, the single-career agencies under the Department have applied IT in professional activities, publicized full administrative procedures and declaration forms on the electronic information portal.

In addition to the above outstanding results and advantages, through inspection and supervision of administrative reform records stored at the Department Office and at the Department's affiliated units, the Inspection Team pointed out a number of limitations and shortcomings such as: the implementation of public service reform sometimes did not meet the requirements, the assignment of leadership in administrative reform work was not in accordance with regulations, the review and publication of administrative procedures within the scope of the Department's resolution was not timely. The registration of cadres and civil servants of the campaign to implement administrative reform in 2015 was not timely. At the Motor Vehicle Registration Center, there are still opinions about the untimely settlement of registration procedures for people, and the service attitude of toll collectors is still not polite.
