(Baonghean.vn).On the afternoon of September 17, the interdisciplinary inspection team led by Mr. Nguyen Xuan Duong - Member of the Standing Committee, Vice Chairman of Nghe An Provincial People's Committee had a working session to inspect the progress of the project to build the Phuc Son Education, Vocational Training and Employment Center (Phuc Son Commune, Anh Son District). Also attending were representatives of the Department of Planning and Investment, Department of Labor, Invalids and Social Affairs, Department of Education and Training, Department of Health, Provincial Youth Union Executive Committee - Command Board of the Youth Volunteer Force - Nghe An Construction and Engineering.

The Phuc Son Education, Vocational Training and Employment Center Project was approved by the People's Committee of Nghe An province in Decision No. 1683/QD.UBND-CN dated May 27, 2007, with the Nghe An Youth Volunteer Force Command - Construction and Development as the investor, with the goal of providing centralized drug rehabilitation, vocational training, job creation, and post-rehabilitation management for about 500 students.

The Center Project is in the final stage.

The project has a planned land use area of ​​1,200,000m2, of which the planned construction area is 634,000m2, including 11 architectural works and 7 technical works with a total investment of 61,325 million VND. Regarding site clearance, up to now, households whose land has been recovered have handed over 350,000m2/490,959m2, and are completing procedures to hand over 38,872m2. Regarding construction, the project is divided into 3 investment phases, of which phase 1 includes 5 bidding packages.

Up to this point, the investor and contractor have completed the first phase of mine clearance under package number 1 with an area of ​​49 hectares. Package number 2 for the construction of the operation center, which started on September 13, 2010, has now completed about 90% of the work and is in the final stage of being put into use.

Package No. 3 for the construction of the treatment and housing area for the academy is being bid for construction in October 2011. Regarding the disbursement situation, the investor has disbursed a total of VND 5,299.975 million for the packages. In 2011 alone, the project was allocated a capital of VND 7,000 million, of which VND 700 million has been disbursed to the contractor for package No. 2, the remaining amount will be paid to the contractor after handing over the project and implementing package No. 3.

During the project implementation, there were some difficulties due to the impact of inflation and market price fluctuations, especially the slow handover of land clearance for some households, leading to the implementation of bidding packages behind schedule.

Currently, there are still 4/19 households with questions and have not yet handed over the land. After listening to the reports, recommendations and proposals of the investor and related departments and branches, concluding the working session, comrade Nguyen Xuan Duong requested the investor to focus on urging contractors to comply with current state regulations on bidding and construction project management, ensuring that the bid packages are constructed on schedule as well as the process and quality in accordance with regulations and designs; review the items, divide each stage, while working, expand the scale and number of students; pay attention to building the apparatus and management team to meet the requirements and tasks set out...
