For the 2025-2030 term, the Party Committee of the Department of Education and Training sets the goal of "Promoting democracy, unity, innovation, and creativity; building a clean and strong Party Committee of the Department of Education and Training; actively and proactively implementing digital transformation to successfully carry out fundamental and comprehensive reforms in education and training in Nghe An province, ready to enter a new era."
On the afternoon of June 30th, the Party Committee of the Department of Education and Training held its Party Congress for the 2025-2030 term.
Attending the Congress were Comrade Pham Tuan Vinh - Member of the Provincial Party Committee - Deputy Secretary of the Party Committee of the Provincial People's Committee, along with 79 comrades who are Party members of the Party Committee of the Department of Education and Training.
Many targets were met ahead of schedule.

Throughout the implementation process, the Party Committee concretized the goals, targets, and breakthroughs into the action program and work plan, achieving many positive results. Cadres, Party members, and civil servants demonstrated a high sense of responsibility and competence, meeting the requirements and tasks assigned, helping the Party Committee to effectively and qualitatively implement the agency's and the Party Committee's activities.
At the end of the term, most targets were met and exceeded. Specifically, the targets set by the 19th Nghe An Provincial Party Congress were met and exceeded, with the projected percentage of schools meeting national standards reaching over 80% by 2025 (the Congress target was 75-78%); the overall quality of education has made remarkable progress, affirming its position among the top in the country; the work of ensuring educational quality has been emphasized; the province is a leader in building and successfully implementing the 2018 general education program, several school models, and educational activities, creating a breakthrough in fundamental and comprehensive reform...

Some key objectives of the Party Committee of the Department of Education and Training for the 2025-2030 term:
+100% of the targets in the field of education and training set forth in the Resolution of the 20th Provincial Party Congress, term 2025-2030. 100% of the socio-economic targets assigned by the province regarding education and training. 100% of the targets for coordination with relevant departments and agencies in the field of education and training.
+ 85% of preschool and primary/secondary education institutions are meeting national standards, with 30% achieving level 2 standards.
+80% of vocational education institutions and universities have achieved national accreditation, including 1 to 2 schools and several departments that have achieved regional and international accreditation.
+ Improve the quality of universal primary education to level 3, universal lower secondary education to level 2 (with over 85% of commune-level units achieving level 3), and achieve universal preschool education for kindergarten children.
Gradually introduce English as the second language in schools throughout the province.
+Building a Smart Education City with the motto "Connect - Explore - Unleash"; creating a breakthrough in development to make Nghe An a regional center for education and training in the North Central region and the whole country.
Enhancing the status of the education sector
At the congress, on behalf of the Standing Committee of the Provincial People's Committee Party Committee, Comrade Pham Tuan Vinh acknowledged the achievements of the Party Committee of the Department of Education and Training during the past term. He also commended the sense of responsibility and proactiveness of the Department's Party Committee in preparing and organizing the congress, and expressed strong agreement with the reports presented at the congress.
Entering a new term, the Deputy Secretary of the Party Committee of the Provincial People's Committee stated that the Party Committee of the Department of Education and Training is facing great opportunities and challenges.
However, this is also an opportunity for the Party Committee of the Department of Education and Training to further affirm the role and position of the sector in the overall development of the province.
Therefore, immediately after the congress, Comrade Pham Tuan Vinh proposed that the Party Committee urgently develop an action program to implement the resolution, clearly assign responsibilities, and implement it decisively from the first year of the term. He also called for strengthening inspection and supervision, creating significant changes, ensuring the completion of the resolution's targets, and contributing to the socio-economic development of Nghe An province.
During the implementation process, the Party Committee needs to focus on leading and directing the implementation of many important contents such as restructuring the organizational apparatus, advising on and reviewing policies (policies for mountainous areas, ethnic minorities, religious regions, teachers, etc.), applying digital transformation, scientific research; international cooperation, training linkages; mobilizing resources;…
Furthermore, it is necessary to improve the effectiveness of coordination with Party committees and local authorities when starting to implement the two-tiered local government model. Initially, focus should be placed on solutions to address local shortages and surpluses, the implementation of two-session schooling per day, and the allocation of funds for infrastructure investment and school construction.
At the Congress, the Party Committee of the Provincial People's Committee announced the Decision appointing the Executive Committee, Standing Committee, Secretary, and Deputy Secretary of the Party Committee of the Department of Education and Training for the 2025-2030 term, consisting of 14 comrades.
