Responding to Nghe An Newspaper on the afternoon of June 27, Mr. Thai Van Thanh - Director of the Department of Education and Training said that 2025 is the year that ends the 5-year cycle of implementing teaching and testing according to the new curriculum.New General Education ProgramTherefore, the Ministry of Education and Training has taken drastic measures to promptly direct the innovation of teaching and learning organization and to strengthen the review, practice, and mock exams for students.
Therefore, after the first cycle and the implementation of this year's Graduation Exam, it can be affirmed that the exam was successfully organized. In particular, the exam questions were scientifically constructed, suitable for the program, talents, and strengths of the students.

Analyzing more closely the difficult exam questions, Mr. Thai Van Thanh said that it is not surprising that the exam questions in 2025 are more difficult than in 2024 and previous years. Through this year's exam subjects, it can be seen that the exam questions have a very clear differentiation. However, this creates favorable opportunities for universities to select high-quality human resources.
In fact, during the teaching and learning process according to the new program, teachers have prepared students' mentality in advance because this is the first year of exams based on the assessment of students' abilities, talents, and strengths that they have chosen in elective subjects to promote students' autonomy, creativity, and desires, giving them confidence and comfort.

Enhance teaching according to students' abilities
The 2025 high school graduation exam is a measure to assess the quality of education. Therefore, according to Director of the Department of Education and Training Thai Van Thanh, after the end of the first 5-year cycle, the Ministry of Education and Training will have instructions to review and adjust the program to suit the requirements of national development in the new era, suitable for the age characteristics of Vietnamese students and taking into account regional factors.
Localities will also direct educational innovation towards enhancing problem-solving teaching, project-based teaching and focusing on building learning projects to develop students’ abilities and strengths. Thereby, helping students experience knowledge and apply knowledge to solve practical problems.

In Nghe An, after this exam, the Education sector will also strengthen the direction of units and schools to focus on teaching in line with the orientation of developing students' capacity. In particular, schools are required to continue to change teaching methods, gradually eliminating the way of teaching presentations and imparting knowledge in a one-way manner, and shifting to active, proactive and creative teaching; encouraging students to discover and seek new knowledge. That is also one of the creative entrepreneurial spirits in schools.

Previously, the Ministry of Education and Training trained local core teachers on designing competency tests. With this skill, teachers understand how to assess competency.

In the coming time, key subject cadres of localities need to continue to accumulate and practice to perfect their test design and teaching design skills in the direction of promoting students' abilities; organizing teaching to help students meet the requirements of the new General Education program. At that time, students participating in exams will feel normal because it is in line with their qualities, abilities and spirit of comprehensive development.
Immediately after completing the 2025 high school graduation exam, the Department of Education and Training also prepared facilities, selected and directed testing sites to ensure security, safety, and convenience for grading.
The Department also mobilizes teachers with capacity, good moral qualities, and objectivity to mark exams to ensure accuracy and fairness for students.
Under the direction of the Ministry, the Department will establish the Examination Council of the 2018 General Education Program and the 2006 General Education Program in a systematic and regulated manner.
