(Baonghean.vn) - In 2022, the total budget revenue of Thai Hoa town exceeded the projected amount significantly, estimated at over 220 billion VND, equivalent to 149.56% of the budget allocated by the Town People's Council and 187.88% of the budget allocated by the province.
These results demonstrate the town's effective solutions in administrative reform, attracting investment, and improving urban infrastructure.

In recent years, besides creating jobs and providing excellent services to customers, the company has contributed over 100 million VND per year to the state budget. While this contribution may not be substantial, the results demonstrate the stability of the business…”

Currently, the Thai Hoa Town Small and Medium-Sized Enterprise Association has 100 participating businesses, contributing over 150 billion VND to the budget annually. According to the assessment of the Town People's Committee, all members of the Small and Medium-Sized Enterprise Association operate effectively, making a positive contribution to providing essential services.job creation, contributing to the budget and carrying out many social welfare activities in the area.
Businesses belonging to the Thai Hoa Town Small and Medium-Sized Enterprise Association have donated billions of VND to support programs such as: "Tet for the Poor," "Warm Spring of Compassion," and "Scholarship Fund for Poor Students Overcoming Difficulties." In particular, the "Bowl of Compassion" Fund, maintained by the Association for over 13 years at the Northwest Nghe An Regional General Hospital, has received nearly 500 million VND in donations.

BOOSTING THE REAL ESTATE MARKET
Since the end of 2021, Thai Hoa town has benefited from a policy that increases the percentage of land use fees collected, after deducting compensation, land clearance, and infrastructure investment costs for development in the area.
Specifically, the group of projectsreal estateFor projects within the town's boundaries that are not specifically designated for investment, the proposed allocation of land use fees to the provincial budget is 50% (a 20% reduction compared to current regulations) and to the town's budget is 40% (a 20% increase compared to current regulations), with a 10% allocation to the ward/commune budget. The second group consists of land use fees from auctions, land allocation, and land use conversion, with 70% retained for the town's budget and 30% allocated to wards/communes (no allocation to the provincial budget).
Based on this policy, in 2022, Thai Hoa town made efforts to promote the real estate market, attract investment, mobilize land funds in accordance with the law, actively reform administrative procedures in the fields of taxation, land, granting land use rights, and urging real estate businesses to accelerate projects… As a result, budget revenue from land use fees in 2022 reached 110 billion VND, equivalent to 137.5% of the budget allocated by the Town People's Council and 220% of the budget allocated by the province.

During the discussion, Mr. Nguyen Ngoc Tuan, Head of the Finance Department of the Thai Hoa Town People's Committee, stated: "To achieve the results in budget revenue collection in general and land-related revenue collection in particular, in 2022, the entire political system of the town actively participated. This included disseminating information to the people, businesses, and localities to help them understand the opportunities to mobilize budget funds for infrastructure development; and contributing to revitalizing and increasing the value of real estate. In addition, we encouraged businesses with potential and experience in the real estate sector to accelerate projects, stimulate the market, and increase transactions..."
Revenue from real estate has significantly contributed to the town's ability to ensure timely funding for infrastructure development, social welfare, socio-economic development, and national defense and security.
ACTIVELY ATTRACTING INVESTMENT
Clearly defineinvestment attraction effortsTo create a significant breakthrough in achieving development goals, Thai Hoa town actively reviewed its planning and proposed adding projects to the "List of projects inviting investment in Nghe An province". In 2022, it attracted 7 investment projects with a total investment of VND 1,837 billion, including several large projects such as: a factory producing and processing high-end footwear products from Taiwan with a total investment of VND 230 billion, currently undergoing land clearance for construction; a factory producing plastic additives and plastic films with a total investment of VND 200 billion; the Thai Hoa garment factory with a total investment of VND 149 billion; and especially the Viet A steel structure and electric cable manufacturing complex with a total investment of VND 1,128 billion.

At the same time, the town urged the implementation of projects allocated budget funds under the investment of the Town People's Committee (total investment of VND 147.7 billion). During the year, 39 new projects were started, of which 25 projects had completed the contractor selection process (23 projects have commenced construction)... Simultaneously, the town directed the acceleration of the construction progress of ongoing projects and the completion of several important projects.
According to Mr. Nguyen Ngoc Tuan, Head of the Finance Department of Thai Hoa town, the positive results in socio-economic development in general and budget revenue in particular are due to the decisive leadership of the town's leaders. Many solutions to promote development have been implemented by the Town Party Committee and the People's Committee, along with strengthened supervision. Regarding budget revenue collection specifically, the town's leaders and relevant departments have reviewed the situation from the beginning of the year and on a monthly basis, thereby motivating businesses and taxpayers through incentive policies and rewards for exceeding budget contribution targets.
The town's leaders also closely and promptly work alongside businesses and taxpayers to resolve difficulties and obstacles, promote production and business development, create jobs, and contribute to the state budget.
