The statement also stressed that the only wish of the people of the Lugansk and Donetsk regions is "to live in accordance with their historical traditions and customs, culture and habits".
The inhabitants of the region aim to live “in peace and friendly neighborliness with all races, peoples and nations, without hostile intentions” in their relations with them.
Meanwhile, the White House expressed concern that pro-Russian separatists in Ukraine were using advanced weapons “from outside” after they shot down an army helicopter, killing 12 soldiers.
“We are concerned about the continued violence in eastern Ukraine, including reports that separatists shot down a Ukrainian military helicopter,” White House spokesman Jay Carney said. “We cannot verify the details of this report at this time, but we are concerned that it indicates that separatists continue to have access to advanced weapons and other outside support.”
On the same day, the US State Department said Secretary of State John Kerry also expressed concern to his Russian counterpart Sergei Lavrov about information that foreign fighters, including Chechens, had crossed the Russian border into Ukraine. In a phone call with Foreign Minister Lavrov, Mr. Kerry urged Moscow to end its support for separatists and called on them to lay down their arms.
