Groundbreaking Ceremony of Quynh Lap 1 Thermal Power Plant Project

(Baonghean.vn) - On the morning of October 1, Vietnam National Coal - Mineral Industries Group and the Provincial People's Committee held the Groundbreaking Ceremony of Quynh Lap 1 Thermal Power Plant Project in Quynh Lap commune, Hoang Mai town.

Attending the groundbreaking ceremony were comrades: Cao Quoc Hung - Deputy Minister of Industry and Trade; Pham Tan Cong - Deputy Secretary of the Party Committee of the Central Enterprises Bloc and representatives of central departments, ministries and branches.

On the side of Nghe An province, there were comrades: Ho Duc Phoc - Secretary of the Provincial Party Committee; Tran Hong Chau - Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council; Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee; Le Quang Huy - Deputy Secretary of the Provincial Party Committee; comrades in the Provincial Party Committee Standing Committee, leaders of the Provincial Party Committee's Committees, Provincial People's Council, Provincial People's Committee, Provincial Fatherland Front Committee, provincial departments and branches, Hoang Mai town and localities in the project area.

Approved by the Ministry of Industry and Trade in Decision No. 1359/QD-BCT dated March 20, 2009, Quynh Lap Power Center has an area of ​​about 283 hectares, belonging to the planning of Dong Hoi Industrial Park, Dong Nam Economic Zone. The total capacity of the project is 2,400 MW including 4 units, divided into 2 phases: Quynh Lap 1 Thermal Power Plant and Quynh Lap 2 Thermal Power Plant (scale 2x600 MW/plant).

Both plants were approved by the Prime Minister under the National Power Plan for the period 2011 - 2020 to 2030 (Power Plan VII). Phase 1 was assigned to the Vietnam National Coal - Mineral Industries Group (TKV Group) as the investor with a total registered capital of about 2.2 billion USD, the plant is expected to be operational in 2020.

Overview of the project groundbreaking ceremony.

The Quynh Lap 1 Thermal Power Plant Project is identified as an important project in the Electricity Development Strategy of the Coal - Minerals industry in particular and in the National Power Plan in general. After completion and operation, the Plant will supply the national grid with about 6.6 billion kWh/year, contributing to upgrading the infrastructure conditions for economic development to adapt to the growth rate forecast to reach a high level from now until 2030 in the North Central region in general, Nghe An province in particular. In particular, the approved Southeast Economic Zone will be an important load center.

Comrade Cao Quoc Hung - Deputy Minister of Industry and Trade affirmed that the groundbreaking ceremony of the project demonstrates the active cooperation of the Vietnam National Coal - Mineral Industries Group and the People's Committee of Nghe An province.

At the ceremony, Deputy Minister Cao Quoc Hung highly appreciated the efforts of the leaders and people of Nghe An province in creating favorable conditions for the project, which is a favorable start for the province's socio-economic development plan for the next 5 years (2016 - 2020).

He emphasized: In order for the Quynh Lap 1 Thermal Power Plant project to soon be effective, the Provincial People's Committee, Vietnam National Coal - Mineral Industries Group, joint venture contractors, etc. need to closely coordinate with agencies, so that the project can be implemented on schedule according to the direction of the Prime Minister, ensuring safety for the construction parties.

Comrade Nguyen Xuan Duong - Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee spoke and committed to creating the most favorable conditions for investors so that the project can soon be put into use and effectively promoted.

Speaking at the ceremony, comrade Nguyen Xuan Duong expressed his belief that when the Quynh Lap 1 Thermal Power Plant project is completed and put into operation, it will contribute to ensuring national energy security, serving the cause of industrialization and modernization, creating many jobs for local workers; annually making a great contribution to the provincial budget and contributing to the socio-economic development of Nghe An province.

The Chairman of the Provincial People's Committee also requested investors, design contractors, construction contractors, and supervisors to carry out construction on schedule, ensuring safety, quality, environment, security and order in the area; closely coordinate with local authorities to resolve issues in site clearance and construction process.

Comrade Dang Thanh Hai - General Director of Vietnam National Coal - Mineral Industries Group, representing the investor, spoke and affirmed that TKV will concentrate all resources to quickly implement the project in the coming time, ensuring progress.

Comrade Le Minh Chuan - Chairman of the Board of Members of Vietnam National Coal - Mineral Industries Group thanked the leaders and people of Nghe An province in general and Hoang Mai town in particular for creating favorable conditions for the project to be implemented soon.

On behalf of the Investor, Comrade Le Minh Chuan - Chairman of the Board of Members of Vietnam National Coal - Mineral Industries Group seriously and fully accepted the instructions of the leaders of the Ministry of Industry and Trade and the provincial leaders, committed to ensuring the safety, quality and efficiency of the Quynh Lap 1 Thermal Power Plant project, successfully implementing the localization mechanism, contributing to the industrialization and modernization of the country.
