At the time of inspection, in the warehouse above, there was only one employee, Tran Van Co (born in 1994 in Me Linh district, Hanoi), who was preparing to load laughing gas cylinders onto a motorbike to deliver to customers. In addition to a large number of laughing gas cylinders, this warehouse also contained many balloons used to serve laughing gas users. Notably, in the warehouse there was also an electronic scale system and equipment used to decant laughing gas.
During the investigation, Tran Van Co confessed that he was hired by his boss, Pham Van Tuan (born in 1993 in Chuong My district, Hanoi), to look after and transport these laughing gas cylinders to deliver to customers. Each month, Tuan paid Co 10 million VND.
Pham Van Tuan confessed to buying a large quantity of laughing gas cylinders to sell to bars and karaoke bars in Hanoi. Although he knew that trading in laughing gas was illegal, Tuan still violated the law because of the high profits. To avoid detection by the police, Tuan rented a warehouse deep in lane 165 Cau Giay and hid the goods. Every time Co transported laughing gas for sale, it was carefully disguised to avoid others discovering that it was laughing gas cylinders.
