Frankly acknowledging the district's responsibility for the problems that occurred during the implementation of the Trang Ke Industrial Park infrastructure project, Mr. Nguyen Thanh Ha - Vice Chairman of the Yen Thanh District People's Committee said that the district was subjective, because it thought that this was a beneficial thing for the people and had been previously agreed upon by party members. However, with a sense of responsibility and the desire for the project to be put into construction soon, after the people had concerns, the District People's Committee reviewed, explained, and responded to each opinion so that the people could understand.

Regarding the planning issue, after receiving comments from the people, the People's Committee of Yen Thanh district has considered and agreed in principle on the proposal to adjust the planning in the direction of cutting the entire South (area B) and the residential area from the agricultural land of hamlet 13a down to the last tail of the North (area A) out of the planning. However, the planning adjustment must follow the regulations, the district will prepare a dossier to submit to the competent authority for approval.

Regarding the issue of people's fear of environmental pollution, it can be affirmed that this is a legitimate concern, but it does not prevent the construction of Trang Ke Industrial Park. Because Trang Ke Industrial Park is a small and medium-sized industrial park, attracting small businesses. The orientation of the district is that after building the infrastructure of Trang Ke Industrial Park, it will attract investors to build factories to produce clean products that do not pollute the environment.

Sharing the concerns of the people, Mr. Nguyen Thanh Ha - Vice Chairman of Yen Thanh District People's Committee said that environmental protection is the responsibility of the Party, the State and the whole society. Yen Thanh District leaders are also very concerned about this issue and determined not to trade the environment for the economy. With a modern wastewater treatment system as designed in the project, the environmental impact from the production and business of factories in Trang Ke Industrial Park is very small, so people can rest assured.

Regarding the concerns of the people about the resettlement area, according to the leaders of Yen Thanh district, the district has assigned the commune to work with the households to agree on the resettlement area and submit it to the district People's Committee for approval. My Thanh commune has selected 3 suitable resettlement locations for the people, these areas have flat land and convenient transportation.

The important thing is that people must cooperate with the district BTGPMB council to organize measurements, from which they can determine the land class, land and property prices as well as the area of ​​land to be recovered and resettled. “The district has hired an independent consulting unit to determine the price with the desire to ensure the highest legitimate rights for the people. If people want to be resettled in the same land class, the price will be the same, but if they want to move to a resettlement area in a more favorable area, the price will be higher. The application of compensation prices as well as resettlement support must comply with regulations,” Mr. Ha affirmed.

Ensuring harmony of interests

Thus, the concerns of the people of hamlet 12 have been explained, propagated and mobilized many times by Yen Thanh district and My Thanh commune. It is known that, affected by the project, many households in hamlet 13 agreed and received compensation, handing over land to the contractor. Could it be that, because of personal interests, for unfounded reasons, some households in hamlet 12 unintentionally became barriers to local development and lost job opportunities for their own children?

I think, some households, especially party members in hamlet 12, My Thanh commune, need to clearly understand: Currently, the work of "rolling out the red carpet" for investors to realize Resolution 26 of the Politburo is being thoroughly implemented by authorities from the provincial to the grassroots level, aiming to change the face of the countryside.

To do this, it is necessary to have the joint efforts and consensus of the people, including the people of Yen Thanh rice district, specifically the households in hamlet 12, My Thanh commune, who are still concerned about the Trang Ke Industrial Park project. Because the Trang Ke Industrial Park project was deployed and built with the aim of creating favorable conditions to attract investment. Thereby solving jobs, increasing income for people, promoting the socio-economic development of Yen Thanh district in general and My Thanh commune in particular.

During the construction of Trang Ke Industrial Park, Yen Thanh District People's Committee has fully complied with the provisions of current laws. Therefore, once the authorities at all levels have directly dialogued, answered recommendations and questions, and ensured the legitimate rights of the people in accordance with the provisions of law, for the common good, including the interests of their own children, the people of Hamlet 12 need to soon reach a consensus to speed up the progress of the project, avoiding waste of land and capital. Because the project coming into operation soon, creating jobs for children in the area is the desire of many people in My Thanh commune in particular, and people in Yen Thanh district in general.

Thus, in order for the Trang Ke Industrial Park project to be implemented soon, Yen Thanh district needs to strengthen propaganda and widely disseminate legal regulations on compensation for site clearance as well as project information through open dialogues to find a common voice. After that process, in cases of deliberate procrastination and lack of consensus, coercive measures must be applied to protect construction in accordance with legal regulations.

For cadres and party members who violate what party members are not allowed to do, do not comply with the Party's guidelines and policies, and the State's laws, they must be strictly handled according to the Party's Charter. In the future, the district must make a commitment to investors in Trang Ke Industrial Park to coordinate well with local authorities in solving environmental issues; create favorable conditions for job creation for local workers, prioritize children in the area, and ensure harmony of interests between the parties.
