Ho Chi Minh Road Project: 10% ahead of schedule
On July 5, a working delegation from the Ministry of Transport led by Minister Dinh La Thang inspected the actual construction of the Ho Chi Minh Road through the Central Highlands and Binh Phuoc provinces.
The Ho Chi Minh Road through the Central Highlands and Binh Phuoc provinces is more than 550 km long, including projects using government bond capital invested by the Ho Chi Minh Road Project Management Board and BOT projects.
In recent months, with the strong direction of the Ministry of Transport, most of the construction packages have accelerated, so they are basically ahead of the overall schedule.
Mr. Duong Ho Minh - Deputy General Director of the Ho Chi Minh Road Project Management Board, said: “The basic progress up to now has exceeded 10%, meeting the requirements. The contractors have made efforts to implement while the money has not been arranged. The most difficult thing is that the project implementation encountered 2 rainy seasons, so the main construction time is only the dry season of 2014-2015. Regarding the rock problem, to handle the difficulties related to the project, the Board has worked with Dak Nong and Binh Phuoc provinces, on that basis, during these rainy days, the contractors will gather the rock to the site so that when the dry season comes, construction can begin immediately, striving to have the entire asphalt surface of the project cleared by May 2015.”
However, some contractors have weak capacity and slow construction, affecting the project progress. Notably, the BOT project invested by the Joint Venture of Quang Duc Export Trading Company, Dong Hung Gia Lai Joint Stock Company and Se San 4A Hydropower Joint Stock Company. This project is 25 km long (section through Dak Lak province), started in September 2013, and has so far only reached 8% of the BOT contract value, equal to 30.5% of the progress approved by the Ministry of Transport.
Faced with this situation, today Minister of Transport Dinh La Thang directed the Ho Chi Minh Road Project Management Board to complete the procedures to terminate contracts with incompetent contractors and seek other investors to ensure the completion of the upgrading and expansion of the entire National Highway 14 as planned./.
