(Baonghean.vn) - The Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense has just issued urgent dispatch No. 09/CD-BCH on proactively responding to heavy rain forecast to occur from the evening of October 11 to October 13.

According to the National Center for Hydro-Meteorological Forecasting, from the evening of October 11 to October 13, the area from Nghe An to Quang Nam will have heavy to very heavy rain, of which Nghe An will have 70-150mm, some places over 250mm. There is a risk of flash floods, landslides in mountainous areas and flooding in low-lying areas, urban areas.

To proactively respond to floods, the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests:

Command Committee for Natural Disaster Prevention and Control - Search and Rescue of districts, cities and towns: Closely monitor forecasts and warnings about heavy rain, floods, flash floods, landslides, and provide timely and complete information to authorities and people at all levels to proactively prevent, respond, and minimize damage.

At the same time, deploy shock forces to inspect and review residential areas along rivers, streams, and low-lying areas to proactively organize the relocation and evacuation of people in areas at high risk of deep flooding, flash floods, and landslides.

Organize forces to be ready to control and direct traffic, put up warning signs, especially at culverts, spillways, deep flooded areas, and fast-flowing water; proactively arrange forces, materials, and means to overcome incidents, ensuring smooth traffic on main traffic routes when heavy rain occurs.

People are strictly prohibited from fishing, collecting firewood, etc. on rivers and streams during floods or moving into flooded areas or downstream of dams; there are plans to ensure safety for vulnerable people in flooded areas.

Along with that, be ready to deploy measures to drain water and protect production; harvest products early, especially for freshwater aquaculture and coastal areas; prevent flooding in urban areas and industrial parks.

Inspect, review, and deploy operation plans and ensure safety of reservoirs and downstream areas, especially small hydropower reservoirs and important irrigation reservoirs; arrange permanent forces to operate and regulate and be ready to handle possible situations.

Strengthen propaganda activities, disseminate instructions on skills to cope with heavy rains, flash floods, landslides and inundation so that people know, proactively prevent, avoid and minimize damage. As well as prepare forces and means for rescue when required.

North Central Region Hydrometeorological StationClosely monitor, strengthen forecasts, warnings and timely information on developments of floods, flash floods and landslides.

Department of Agriculture and Rural DevelopmentDirect the work of ensuring the safety of dikes, irrigation dams, especially key works under construction; protect agricultural production.

Department of Industry and TradeDirecting the work of ensuring safety of mines and mineral exploitation areas; safety of hydroelectric dams and downstream areas when releasing floods, especially small hydroelectric plants.

Department of TransportDirect the work of ensuring traffic safety in deeply flooded and isolated areas; direct timely troubleshooting and ensure traffic on main routes.

Departments, branches and sectors, according to their assigned functions and tasks, direct measures to be ready to respond when bad situations occur.

Units: Provincial Radio and Television Station, Nghe An Newspaper, Ben Thuy Coastal Information Station and mass mediaStrengthen measures to inform authorities at all levels, owners of vehicles operating at sea and people about flood developments to proactively prevent and respond.

Organize on-duty seriously, regularly report to the Provincial Command Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense.
