Lieutenant General Nguyen Ngoc Bang, Director General of the General Department of Criminal Judgment Enforcement and Judicial Support (General Department VIII, Ministry of Public Security), said it is expected that about 4,200 people will be pardoned by the end of this year.

In 2015, the number of people granted amnesty was more than 18,000. According to Lieutenant General Bang, the number of people granted amnesty this year is less than in previous years. The reason: The President just granted amnesty in 2015; the conditions for amnesty this year are strict to ensure the requirements of crime prevention and control as well as to ensure compliance with the provisions of the 2015 Penal Code on conditional early release from prison.

To prepare for the amnesty recipients to reintegrate into the community, the General Department VIII has sent a list of eligible people who have been proposed for amnesty to the police of provinces and cities for review and inspection. The General Department VIII also requested these agencies to proactively have a plan to approach and advise local Party committees and authorities to do a good job of managing, supervising, helping, and limiting them from reoffending and violating the law.

"On November 22, the Central Amnesty Advisory Council will review the case for the last time, then propose that the President issue a decision on amnesty," Lieutenant General Nguyen Ngoc Bang informed.

Previously, interdisciplinary appraisal teams visited units and localities to inspect and appraise the 2016 amnesty proposal files of prisons and detention camps.

According to the President's decision on amnesty in 2016, amnesty subjects include those sentenced to fixed-term imprisonment or life imprisonment that has been reduced to fixed-term imprisonment and are serving their prison sentences at prisons, detention camps, and district-level police criminal enforcement agencies.

At the same time, there must be conditions such as having served at least half of the prison sentence for a fixed-term prison sentence, having complied well with prison regulations, etc. In the case of having served at least 1/3 of the time, one must have made great achievements during the prison sentence; be a war invalid, sick soldier, etc. Or when committing the crime, one must be a minor; or be 70 years of age or older, etc.
