4,200 people expected to be pardoned by the end of this year
Lieutenant General Nguyen Ngoc Bang, Director General of the General Department of Criminal Judgment Enforcement and Judicial Support (General Department VIII, Ministry of Public Security), said that it is expected that about 4,200 people will be pardoned by the end of this year.
In 2015, the number of people granted amnesty was more than 18,000. According to Lieutenant General Bang, the number of people granted amnesty this year is less than in previous years. The reason: The President granted amnesty in 2015; the conditions for amnesty this year are strict to ensure the requirements of crime prevention and control as well as to ensure compliance with the provisions of the 2015 Penal Code on conditional early release from prison.

To prepare for the amnesty recipients to reintegrate into the community, General Department VIII has sent a list of eligible individuals who have been proposed for amnesty to the police of provinces and cities for review and inspection. General Department VIII also requested these agencies to proactively plan to approach and advise local Party committees and authorities to do a good job of managing, supervising, helping, and limiting them from reoffending and violating the law.
"On November 22, the Central Amnesty Advisory Council will review the case one last time, then propose that the President issue a decision on amnesty," Lieutenant General Nguyen Ngoc Bang informed.
Previously, interdisciplinary appraisal teams visited units and localities to inspect and appraise the 2016 amnesty proposal files of prisons and detention camps.
According to the President's decision on amnesty in 2016, amnesty subjects include those sentenced to fixed-term imprisonment or life imprisonment that has been reduced to fixed-term imprisonment and are serving their prison sentences in prisons, detention camps, and criminal enforcement agencies of district-level police.
At the same time, there must be conditions such as having served at least half of the prison sentence for a fixed-term prison sentence, complying well with prison regulations, etc. In the case of having served at least 1/3 of the time, the prisoner must have made great contributions during the prison sentence; be a war invalid, sick soldier, etc. Or when committing the crime, he/she was a minor; or was 70 years of age or older, etc.
