7 priority subjects in overseas study admission include: 1. Candidates in priority categories according to current regulations in the University and Graduate Admissions Regulations; 2. University and college lecturers and researchers at Research Institutes; 3. Officials of agencies and localities with urgent needs for human resource training and priority training sectors; 4. People with good professional qualifications, many years of work experience, good foreign language proficiency, excellent achievements in study and scientific research, mass and social activities; 5. Children of diplomatic staff at Vietnamese representative agencies abroad are given priority when considering scholarships under the Agreement; 6. Graduate students and newly graduated university students applying for scholarships under the Agreement or other scholarships are given priority if they have a contract in principle for recruitment after graduation or a commitment to be accepted as lecturers at universities, colleges and State agencies. 7. Candidates with priority from Vietnam and foreign sides are specifically specified in the scholarship program admission notice.

The Ministry of Education and Training clearly stated that priority in admission subjects is considered in cases where candidates have other equal standards, then those belonging to the above priority subjects will be selected in order from those with more priority criteria to those with fewer priority criteria.

Priority fields of study

Also according to the draft, the Ministry of Education and Training plans to prioritize some groups of majors to enroll students to study abroad, including: Majors in natural sciences, engineering, technology, environment, and social sciences need to prioritize training of staff to serve national programs, projects, and plans approved by the Government and the Prime Minister, and majors that cannot be trained in Vietnam or the training quality in Vietnam is still low, and the number of staff in this sector in Vietnam is still small.

In addition, the draft also plans to prioritize training in fields of study necessary for improving the training and scientific research capacity of lecturers and researchers of universities, colleges and research institutes; fields of study that need priority for training talents abroad according to the direction of the Prime Minister; fields of study that are simultaneously training priorities for Vietnam and foreign countries that grant scholarships to Vietnamese candidates.

The draft clearly states that candidates are only allowed to register for a higher level of education than the one they have obtained, and are not allowed to register to retake a training level they have obtained, except in special cases prescribed by the Minister of Education and Training for specific subjects. People who have a degree in another major are allowed to register for a program at the same training level as their degree in the field of public administration management or foreign languages ​​or other special fields;

For candidates applying for a transfer scholarship for master's or doctoral studies (within 12 months of graduating from university or master's), consideration will be given to the results, achievements, study, scientific research achieved, and the commitment to return to the country to work for the agency that sent them to study or as assigned by the State after graduation.
