REGULATIONS

On the reward levels for collectives and individuals with high achievements in international, international regional, national, national regional, provincial competitions and awards prescribed by the province
(Attached to Decision No. /2011/QD-UBND dated / /2011 of the Provincial People's Committee)

Chapter 1
GENERAL PROVISIONS

Article 1.Subject of adjustment
Individuals and groups of agencies and units of Nghe An province achieved high results in international, regional, national, regional and provincial competitions (competitions, tournaments, awards, performances, etc.) (hereinafter referred to as competitions).

Article 2.Word explanation

1. Cadres, civil servants, public employees, workers, excellent students, excellent students who pass exams (collectively referred to as students) and teachers, lecturers, coaches, and directors who have contributed to teaching and training the above-mentioned students (collectively referred to as lecturers).
2. International, regional international, national, regional national and provincial exams are held annually or periodically:
a) International exams: Exams held worldwide;
b) International Regional Exams: Exams held within a continental, inter-continental or inter-continental region;
c) National exams: Exams held nationwide;
d) National regional exams: Exams organized on a regional or inter-regional scale within the country;
e) Provincial level exams: Exams that are organized by decision or policy of the Provincial People's Committee.

Article 3.
Reward principles
1. The rewards for individuals and groups with high achievements in exams are conducted publicly, democratically and fairly among sectors, localities and fields, to honor groups and individuals with high achievements. The higher the achievement, the greater the reward.
2. In addition to the bonus levels prescribed by the Prime Minister and central ministries and branches, collectives and individuals will also be rewarded by the Chairman of the Provincial People's Committee according to this Decision.
3. Based on the results of the exams, diplomas, certificates or recognition decisions of the Organizing Committee to consider the awards. The bonuses for groups and individuals are calculated on the basis of the general minimum wage prescribed by the Government, rounded to the nearest hundred thousand Vietnamese Dong; the time to apply the general minimum wage to calculate the bonuses is the time the Provincial People's Committee issues the award decision.

Article 4.Form of reward
1. The Chairman of the Provincial People's Committee awards Certificates of Merit to the collectives and individuals who won First, Second, Third prizes (or equivalent) and the lecturers who directly trained and taught the individuals and collectives who won the above prizes in the competitions.
2. For provincial level competitions, Certificates of Merit are only awarded to groups and individuals with achievements of First Prize (or equivalent) or higher and lecturers who directly train and teach that subject. Only the Ho Xuan Huong Literature and Arts Award (held every 5 years) and the Science and Technology Creative Works Award are awarded Certificates of Merit for all levels of award.

Chapter 2
SPECIFIC PROVISIONS

Article 5.Regulations on bonus levels for the fields of Education, Health, and Vocational Training (calculated according to the general minimum wage)
1. Students who won prizes in international competitions:
- Gold Medal: 60 times reward;
- Silver Medal: 50 times reward;
- Bronze Medal: awarded 40 times;
- Consolation prize: 20 times bonus.
2. Students who won prizes in international regional competitions:
a) Asian (or Asia-Pacific) Exam:
- Gold Medal: Reward 40 times;
- Silver Medal: 30 times reward;
- Bronze Medal: Awarded 20 times;
- Consolation prize: 10 times bonus.
b) Southeast Asian Exam:
- Gold Medal: Reward 30 times;
- Silver Medal: Awarded 20 times;
- Bronze Medal: Awarded 10 times;
- Consolation prize: 5 times bonus.
3. Students who won prizes in national competitions:
- First prize: 6 times reward;
- Second prize: Awarded 4 times;
- Third prize: Awarded 3 times;
- Encouragement Prize: Awarded twice.
4. Students who won prizes in provincial competitions:
- First prize: Awarded twice;
- Second prize: 1.5 times bonus;
- Third prize: 1 time reward.
5. Lecturers or groups of lecturers directly involved in training award-winning students will receive a bonus equivalent to the student. If a group of lecturers participates in training award-winning students, the division of bonus money among lecturers will be decided by the leaders of the directly managing unit depending on the level of participation in training.
6. For students who are valedictorians in the entrance exams to public universities: 8 times bonus.
7. For provincial-level excellent teachers: One-time bonus.
Article 6.Regulations on bonus levels for the fields of Culture, Tourism, and Family (calculated according to the general minimum wage)
1. For professional performing arts: groups and individuals participating in national, regional, international and international professional art festivals and performances will be rewarded as follows:
a) International and regional competitions:
- Plays that win Gold Award (or equivalent): 40 times bonus for the play's collective;
- Silver Award winning play (or equivalent): 30 times bonus for the play's collective;
- Bronze Award winning play (or equivalent): 20 times bonus for the play's collective.
- For individuals who are scriptwriters, choreographers, directors, composers of music for plays, actors, and musicians:
+ Gold Award (or equivalent): 12 times bonus;
+ Silver Award (or equivalent): 8 times bonus;
+ Bronze prize (or equivalent): Bonus 6 times.
- For duets, trios, and choruses that win Gold, Silver, or Bronze prizes, the reward is double the corresponding individual prize. If the performance is a choir (determined by the Council or Jury), the reward is 3 times the corresponding individual prize.
b) National and regional domestic competitions:
- Plays that win Gold Award (or equivalent): 20 times bonus for the play's collective;
- Silver Award winning play (or equivalent): 15 times bonus for the play's collective;
- Bronze Award winning play (or equivalent): 10 times bonus for the play's collective.
- For individuals who are scriptwriters, choreographers, directors, composers of music for plays, actors, and musicians:
+ Gold Award (or equivalent): 6 times bonus;
+ Silver Award (or equivalent): Bonus 4 times;
+ Bronze prize (or equivalent): 3 times bonus.
- For duets, trios, and choruses that win Gold, Silver, or Bronze prizes, the reward is double the corresponding individual prize. If the performance is a choir (determined by the Council or Jury), the reward is 3 times the corresponding individual prize.
2. For non-professional performing arts (organized by the Department of Culture, Sports and Tourism):
a) National and regional national level:
Whole Group Individual
- Gold Award (or equivalent): 12 times 4 times
- Silver Award (or equivalent): 9 times 3 times
- Bronze Award (or equivalent): 6 times 2 times
For duets, trios, and choruses, if they win prizes, the prize will be double the corresponding individual prize. If it is a choir (determined by the Council or Jury), the prize will be 3 times the corresponding individual prize.
b) Provincial level:
Whole Group Individual
- First prize (A): 6 times 2 times
- Second prize (B): 4.5 times 1.5 times
- Third prize (C): 3 times 1 time
For duets, trios, and choruses, if they win prizes, the prize will be double the corresponding individual prize. If it is a choir (determined by the Council or Jury), the prize will be 3 times the corresponding individual prize.
3. Collectives and individuals winning prizes at competitions and festivals for library propagandists, mobile information, tour guides, receptionists, chefs and families (organized by the Department of Culture, Sports and Tourism):
a) International level, international region:
Whole Team Individual:
- Gold Award (or equivalent): 36 times 12 times
- Silver Prize (or equivalent): 24 times 8 times
- Bronze Award (or equivalent): 18 times 6 times
b) National and regional levels:
Whole Group Individual
- Gold Award (or equivalent): 18 times 6 times
- Silver Award (or equivalent): 12 times 4 times
- Bronze Award (or equivalent): 9 times 3 times
c) Provincial level: Bonus according to regulations in Point b, Clause 2, Article 6.
4. In the field of Literature and Arts:
Authors (or groups of authors) whose works win prizes at competitions, festivals, exhibitions, and creative initiatives in the fields of literature and art such as: Fine arts, photography, music, dance, stage scripts, cinema, literature, critical theory, etc. will be rewarded as follows (if it is a group of authors, the division ratio will be decided by the group of authors according to the contributions of each member):
a) International level, international region:
- First Prize (or equivalent): 30 times reward;
- Second Prize (or equivalent): 20 times reward;
- Third Prize (or equivalent): 15 times reward;
- Encouragement Prize: 10 times reward.
b) National level:
- First Prize (or equivalent): 6 times reward;
- Second Prize (or equivalent): Awarded 4 times;
- Third Prize (or equivalent): Awarded 3 times;
- Encouragement Prize: Awarded twice.
c) National regional level:
- First Prize (or equivalent): Awarded 4 times;
- Second Prize (or equivalent): Awarded 3 times;
- Third Prize (or equivalent): Awarded twice;
- Consolation Prize: 1 time reward.
d) Provincial level:
- First Prize (or equivalent): Awarded twice;
- Second Prize (or equivalent): 1.5 times bonus;
- Third Prize (or equivalent): 1-time reward.
e) Literature and Arts Award named after Ho Xuan Huong:
- Prize A: 35 times reward;
- Prize B: 30 times reward;
- Prize C: 25 times reward;
- Consolation prize: 20 times reward.

Article 7.
Regulations on bonus levels for the Sports sector (calculated according to the general minimum wage)
1. Athletes who won prizes at World Championships and Olympic Games:
- Gold Medal: Reward 40 times;
- Silver Medal: 30 times reward;
- Bronze Medal: Awarded 20 times.
2. Athletes winning prizes at the Asian Championships (Asian Games - ASIAD, Asian Indoor Games - INDOOR GAMES):
- Gold Medal: Reward 30 times;
- Silver Medal: Awarded 20 times;
- Bronze Medal: Awarded 15 times.
3. Athletes winning prizes at the Southeast Asian Championship and Southeast Asian Games:
- Gold Medal: 20 times reward;
- Silver Medal: Awarded 15 times;
- Bronze Medal: Awarded 10 times.
4. Athletes who win prizes at National Championships and National Sports Festivals will receive the following rewards:
- Gold Medal: Awarded 6 times;
- Silver Medal: Awarded 4 times;
- Bronze Medal: Awarded 3 times.
5. Athletes who win prizes at national youth championships, national cups and national regional competitions are rewarded as follows:
5.1. Athletes who win prizes at national youth championships (regardless of age) and National Cups will be rewarded as follows:
- Gold Medal: Awarded 3 times;
- Silver Medal: Awarded twice;
- Bronze Medal: 1.5 times bonus.
5.2. For national youth championships determined by age group, the specific reward levels are as follows:
a) Athletes under 16 years old:
- Gold Medal: 2.5 times bonus;
- Silver Medal: 1.5 times bonus;
- Bronze Medal: Awarded once.
b) Athletes from 16 years old to under 21 years old:
- Gold Medal: Awarded 3 times;
- Silver Medal: Awarded twice;
- Bronze Medal: 1.5 times bonus.
5.3. For national regional tournaments, the prize levels are as follows:
- Gold Medal: Awarded 3 times;
- Silver Medal: Awarded twice;
- Bronze Medal: 1.5 times bonus.
6. For team sports:
The general bonus level is equal to the number of participants in the team sport multiplied by the corresponding bonus level (Soccer has separate regulations).
7. For sports with team competitions where individual and team performance are determined in the same competition: The number of athletes awarded for achievements according to the regulations of the tournament; the total bonus is equal to the number of athletes multiplied by 50% of the corresponding bonus.
8. Record-breaking athletes:
In addition to the benefits according to the above regulations, record-breaking athletes will receive additional rewards as follows:
- Break World Record: Bonus 20 times;
- Breaking Asian record: Bonus 15 times;
- Break Southeast Asia record: Bonus 10 times.
- Breaking national records is rewarded 6 times more, breaking records at National Youth Championships is rewarded 3 times more.
9. Bonus level for Coaches:
a) For individual competitions: The general bonus for coaches who directly train athletes who achieve results in competitions is calculated based on the athlete bonus. The bonus distribution ratio is implemented according to the principle: Coaches who directly train athletes receive 60%; Coaches who directly train grassroots athletes before they join the team receive 40%.
b) For collective competitions: Coaches who directly train the winning team will be awarded a general bonus equal to the number of coaches as prescribed multiplied by the corresponding bonus for the winning athlete.
The number of coaches of the teams is considered for the following awards:
- For teams in sports with regulations from 2 to 5 athletes participating in the competition: the general bonus is calculated for 01 coach;
- For teams in sports with regulations from 6 to 12 athletes participating in the competition: the total bonus is calculated for 02 coaches;
- For teams in sports with regulations of 13 athletes or more: the general bonus is calculated for 03 coaches.
c) For team sports:
The general bonus for Coaches is equal to the number of coaches specified in Point b, Clause 9, Article 7 multiplied by 50% of the corresponding bonus.
10. Coaches and athletes who achieve achievements in sports competitions for people with disabilities in Southeast Asia, Asia, the world and competitions in the national mass sports competition system: The bonus level is equal to 50% of the corresponding bonus levels in clauses 1, 2, 3, 4, 6, 7, 8, 9, Article 7.
11. Provincial sports tournaments: corresponding bonus levels according to regulations in Point b, Clause 2, Article 6.
12. Regulations on bonus levels specifically for Football are as follows:
a) National Championship:
- Gold Medal: 1,000 times reward;
- Silver Medal: Reward 600 times;
- Bronze Medal: Reward 300 times.
b) National Cup:
- Gold Medal: Reward 600 times;
- Silver Medal: Reward 400 times;
- Bronze Medal: Reward 200 times.
c) National Sports Festival and youth tournaments of all ages in the competition system of the Football Federation:
- Gold Medal: Reward 300 times;
- Silver Medal: Reward 200 times;
- Bronze Medal: 100 times reward.

Article 8.
Regulations on bonus levels for the Information and Communication sector (calculated according to the general minimum wage)

b) The reward for works that win press awards in the National Press Awards is 150% of the reward for works that win Nghe An Press Awards.
2. Information Technology Award:
a) Students who won prizes in international competitions:
- Gold Medal: awarded 40 times;
- Silver Medal: 30 times reward;
- Bronze Medal: awarded 20 times;
- Consolation prize: 10 times bonus.
b) Students who won prizes in international regional competitions:
- Gold Medal: Reward 30 times;
- Silver Medal: Awarded 20 times;
- Bronze Medal: Awarded 10 times;
- Consolation prize: 5 times bonus.
c) Students who won prizes in national competitions:
- First prize: 6 times reward;
- Second prize: Awarded 4 times;
- Third prize: Awarded 3 times;
- Encouragement Prize: Awarded twice.
d) Students who won prizes in provincial competitions:
- First prize: Awarded twice;
- Second prize: 1.5 times bonus;
- Third prize: 1 time reward.
e) Lecturers or groups of lecturers directly involved in training students who win prizes in international, regional, national and provincial competitions will receive bonuses at the same level as students. If the group of lecturers participates in training students who win prizes, the division of bonus money among lecturers will be decided by the leaders of the directly managing unit depending on the level of participation in training.

Article 9.
Regulations on bonus levels for Scientific and Technological Innovations (calculated according to the general minimum wage)
1. For annual Science and Technology Innovation Projects:
- Special Prize: 15 times reward;
- First Prize: 10 times reward;
- Second Prize: 7 times reward;
- Third Prize: Awarded 5 times;
- Fourth Prize: Awarded 3 times;
- Encouragement Prize: Awarded twice.
2. For the Science and Technology Innovation Competition (The Lotus Award for Science and Technology Innovation is held every 3 years):
- Special Prize: 30 times reward;
- First Prize: 25 times reward;
- Second Prize: 20 times reward;
- Third Prize: 15 times reward;
- Encouragement Prize: 10 times reward.

Article 10.Regulations on reward levels for Environmental awards in Nghe An province (calculated according to the general minimum wage)
- Collective award: 15 times bonus;
- Individual award: 8 times bonus.
For groups and individuals participating in the National Environmental Award and winning the award, the reward is equal to 150% of the reward of the provincial environmental award.

Article 11.For special outstanding or individual awards other than the above regulations: Units with subjects receiving special outstanding or individual awards, relevant sectors, localities and units shall prepare award records and send them to the Provincial Emulation and Reward Board for consultation and submission to the Provincial People's Committee Chairman for decision.
For collectives and individuals who have achieved the titles of Vietnamese Heroic Mother, People's Armed Forces Hero, Labor Hero, People's Teacher, People's Physician, People's Artist, People's Artisan, Meritorious Teacher, Meritorious Physician, Meritorious Artist, Meritorious Artisan, Ho Chi Minh Award, State Award, relevant sectors and localities shall propose reasonable gift levels on anniversaries and traditional days in round and even years to encourage and honor collectives and individuals with outstanding achievements (files sent to the Provincial Emulation and Reward Board for consultation, submission to the Chairman of the Provincial People's Committee for consideration and decision).

Chapter 3
TERMS OF IMPLEMENTATION

Article 12.

Implementing organization
1. Directors of Departments, Heads of sectors, agencies, units with individuals and collectives winning awards (or assigned to preside over the award consideration), Chairmen of People's Committees of districts, cities and towns are responsible for preparing dossiers to propose awards, send them to the Provincial Emulation and Awards Committee for appraisal, and submit them to the Chairman of the Provincial People's Committee.
The funding source for implementing this reward regime is taken from the province's annual emulation and reward fund. The funding for the Science and Technology Innovation Award is implemented according to Decision No. 88/2005/QD-UBND dated October 6, 2005 and Decision No. 56/2007/QD-UBND dated May 2, 2007 of the Provincial People's Committee. In addition, the Provincial People's Committee encourages agencies, units and enterprises to establish their own emulation and reward funds with legal funding sources to have conditions to increase the reward level for collectives and individuals with outstanding achievements in the competitions in this Regulation and other subjects.
2. The commendation proposal file includes:
a) Proposal for commendation with list of collectives and individuals to be commended.
b) Decision or certificate of award and other relevant documents (if any).
c) Competition regulations (competition rules).
3. For the consideration of awards prescribed by the Provincial People's Committee, the standards, processes, and procedures are implemented in accordance with current documents.
4. The Provincial Emulation and Rewards Committee shall guide and inspect the implementation of this decision. In the course of implementation, if there are any problems, agencies and units are requested to send written comments to the Emulation and Rewards Committee for synthesis and reporting to the Provincial People's Committee for consideration and decision./.
