Draft amendments and supplements to regulations on salary regime
The Ministry of Home Affairs is drafting a Decree amending and supplementing a number of articles of Decree No.204/2004/ND-CPon salary regime for cadres, civil servants, public employees and armed forces.
Increase the rate of people receiving early salary increases
According to the Ministry of Home Affairs, one of the shortcomings under current regulations is that the rate of consideration for early salary increase due to excellent achievements is still low. Specifically, Point a, Clause 2, Article 7 of Decree 204/2004/ND-CP stipulates: “Cadres, civil servants, and public employees who have achieved excellent achievements in performing their duties but have not yet been ranked at the final salary level in their rank or position will be considered for a salary increase of 1 level ahead of schedule for a maximum of 12 months... In particular, the rate of cadres, civil servants, and public employees who are given an early salary increase within 1 year shall not exceed 5% of the total number of cadres, civil servants, and public employees on the payroll of the agency or unit”.
To be consistent with reality, the Ministry of Home Affairs proposes to increase the proportion of cadres, civil servants and public employees whose salary is increased ahead of schedule within 1 year to no more than 10% of the total number of cadres, civil servants and public employees on the payroll of the agency or unit.
Unified allowances for leaders of Departments under the Ministry
On the other hand, according to the provisions of Decree No. 204/2004/ND-CP, the Departments under the Ministry have 3 types with different leadership allowance levels (Department Director type I has an allowance coefficient of 1.25; Department Director type II has an allowance of 1.1 and Department Director type III has a coefficient of 1.0). Up to now, according to the provisions of Decree No.36/2012/ND-CPThe Department under the Ministry is not classified as type I, II, III but only has 1 type.
Therefore, the Ministry of Home Affairs proposes to amend Clause 4, Section I of the Table of allowances for leadership positions in state agencies, state-owned enterprises; agencies and units of the people's army and people's police as follows:
Supplementing the Salary Increase Table for General Officers
Also in the draft Decree, the Ministry of Home Affairs proposed to add a "Salary increase table for general officers of the People's Army and People's Police".
Accordingly, general officers who have held their current rank for 4 years without being promoted will receive a salary increase as follows: For the rank of General, the salary will be increased from a coefficient of 10.40 to 11.00. For the rank of Senior General, it is proposed to increase from a coefficient of 9.80 to 10.40; for the rank of Lieutenant General, the salary will be increased from a coefficient of 9.20 to 9.80 and for the rank of Major General, the salary will be increased from a coefficient of 8.6 to 9.20.
