Putting key projects into inspection and supervision activities

On the morning of July 23, the Provincial Party Committee's Inspection Commission chaired a workshop to collect opinions on the results of 2.5 years of implementing the Resolutions of Party Congresses at all levels, 5 years of implementing Resolution 26 of the Politburo on the direction and tasks of Nghe An's development until 2020, and solutions to improve the quality and effectiveness of inspection and supervision work in the new situation.

At the conference, delegates discussed the performance of the Inspection Committees at all levels, highly appreciating the detection and strict handling of many cases, with no “no-go zones” in inspection activities. The performance of the Inspection Committees at all levels has contributed positively to the fight against corruption, with strict handling of Party organizations and Party members who do not strictly comply with the regulations of the Party and the State, creating common trust in the Party and the people.

From January 1, 2016 to June 2018, Party committees and organizations at all levels inspected 5,148 Party organizations and 10,114 Party members, of which 6,903 were Party Committee members at all levels. Party committees at all levels and Party cells disciplined 29 Party organizations. Party committees disciplined 1,740 Party members (1,215 reprimanded; 422 warned; 67 dismissed from office; 26 expelled). Inspection Commissions at all levels disciplined 363 Party members, of which 197 were Party Committee members at all levels.

At the conference, delegates agreed with the achievements of the Inspection Committees at all levels in the past time, and at the same time frankly acknowledged and pointed out some shortcomings such as: inspection, supervision and Party discipline work is still not really drastic, still "respectful", heavy on formality, especially the direction work after inspection is not yet focused and comprehensive.

Referring to the inspection of signs of grassroots party organizations and party members when there are signs of violations related to the locality, Head of the Vinh City Party Committee's Inspection Commission Tran Thi Cam Tu said that this is a very important activity, because with regular monitoring and direct supervision of the locality, the Inspection Commission's officers will detect problems arising right at the grassroots level, thereby promptly handling them "at the root" with the spirit of no cover-up or concealment.

Pointing out the reasons for the existing limitations, the Chairman of the Vinh City Party Committee's Inspection Commission said that at the grassroots level, the Inspection Commission has difficulty checking for signs of violations against party members holding positions. According to this delegate, the activities of the Inspection Commission at the grassroots level depend largely on the will and leadership and direction of the head.

At the grassroots level, a number of inspection officers have not yet met the requirements of their duties because most of them are part-time and have limited professional skills.

Agreeing with this opinion, Chairman of the Inspection Committee of Cua Lo City Party Committee Nguyen Hong Quang said that the inspection and supervision work at the grassroots level is the most important thing to pay attention to. The staff doing the inspection and supervision work not only hold multiple positions but also frequently fluctuate in number. "It is very difficult for those who hold multiple positions to inspect those who are full-time employees," said delegate Nguyen Hong Quang.

The Chairman of the Inspection Committee of Cua Lo suggested that in order to bring about high efficiency in implementing the proposed Resolutions, the Inspection Committees at all levels need to select and supervise key local projects, contributing to promptly detecting weak areas, thereby advising Party committees and authorities at all levels to remedy and propose more effective leadership and direction measures.

Highlighting the role of Inspection Committees at all levels, Tan Ky District Party Secretary Bui Thanh Bao affirmed that the activities of the Inspection Committee have been gradually making many new moves, "doing things thoroughly", creating trust among cadres, party members and people.

In the remaining half of the term, in order for the activities of the Inspection Committees at all levels to go into depth, contributing to the successful implementation of the Resolutions of the Party Congresses at all levels, the Secretary of the Tan Ky District Party Committee proposed that the issue of land management should be included in the inspection program and considered as a key task of the remaining half of the term. This is linked to the practical situation when 70-80% of complicated cases and complaints from people are related to land issues. The Secretary of the Tan Ky District Party Committee suggested that land cases must be handled strictly, in accordance with procedures and regulations.
