The term's mark in the inspection and supervision work of the Nghe An Provincial Party Committee
Inspection, supervision and enforcement of Party discipline is one of the Party's leadership functions, contributing to building a clean and strong Party organization.
During the 2020-2025 term, with proactive, decisive and innovative thinking, the Nghe An Provincial Party Committee has left profound marks, creating a solid foundation for the Party's inspection and supervision work, contributing to strengthening Party discipline, improving the organization's leadership capacity and fighting strength.
Nghe An Provincial Party Committee has 136 Party Committees directly under the Provincial Party Committee, 1,159 grassroots Party organizations and 202,357 Party members. With a large number of Party organizations and Party members, it requires Party building work in general and Party inspection and supervision work in particular to be carried out scientifically and effectively. The highest goal is to build a clean and strong Party Committee, improve the leadership capacity and fighting strength of Party organizations, and at the same time, prevent, detect and promptly handle violations.

The mark of the 2020 - 2025 term is clearly demonstrated through impressive numbers and strong changes in practice:
Fully implement and promulgate the system of leadership and direction documents.During the term, the work of developing, promulgating and organizing the implementation of documents on inspection, supervision and control of assets and income received attention. The Provincial Party Committee Standing Committee and the Provincial Party Committee's Inspection Committee issued many documents to lead, direct and organize the implementation of inspection and supervision work, specifically: The Provincial Party Committee Standing Committee issued 14 documents to lead, direct and organize the implementation of inspection, supervision and enforcement of party discipline; the Provincial Party Committee's Inspection Committee issued 8 documents to specify the regulations of the Central Inspection Committee on inspection, supervision and enforcement of party discipline.
Proactive and determined in inspection work:Party committees at all levels inspected 8,821 party organizations and 15,557 party members, of which 10,377 were party committee members at all levels; the content focused on complex and sensitive areas prone to violations such as budget management, capital construction investment, land management, planning, personnel work, etc. Through the inspection, it was concluded that 509 party organizations and 897 party members had shortcomings and violations; 9 party organizations and 52 party members were disciplined.
Inspection work when there are signs of violations is carried out proactively, resolutely, without avoidance. Party committees and inspection committees at all levels have inspected 2,013 party organizations and 3,851 party members when there are signs of violations, of which 2,222 are party committee members at all levels. Through inspection, it was concluded that 1,397 party organizations and 2,780 party members had violations; 28 party organizations and 466 party members were disciplined. A number of complicated cases of corruption, waste, and negativity occurring at agencies and units were inspected, clarified, and promptly handled, without waiting for the conclusion of the inspection and investigation agencies to handle violations.

The 2020-2025 term also showed a special mark in implementing the direction of the Central Inspection Commission on inspection and supervision work. The Provincial Party Committee Standing Committee and the Provincial Party Committee Inspection Commission have conducted inspections, clarified violations and promptly handled party organizations and party members involved in a number of complex and systematic cases on a large scale at the request of the Central Inspection Commission, such as: Inspection when there are signs of violations against the Party Committee of the Provincial People's Committee in leading, directing and organizing the procurement of drugs, medical equipment, and consumables in the prevention and control of the Covid-19 epidemic; the leadership, direction and implementation of projects and bid packages implemented by AIC International Progress Joint Stock Company; the leadership, direction and organization of the implementation of projects and bid packages implemented by Thuan An Group Joint Stock Company; Inspect and clarify the responsibilities of party organizations and party members related to land allocation, land leasing, and state management of housing and land facilities of the Vietnam Federation of Commerce and Industry (VCCI) in the province.
Innovation and efficiency in monitoring work:Supervision work has also been strongly innovated, expanding its scope and subjects. Party committees and inspection committees at all levels have supervised 11,686 party organizations and 20,189 party members. Through supervision, it was concluded that 785 party organizations and 1,041 party members had violations and shortcomings; 76 party organizations and 93 party members were transferred for inspection when there were signs of violations.
In addition to thematic supervision, regular supervision is also focused on. The Provincial Party Standing Committee has issued and effectively implemented Project No. 13-DA/TU, dated January 4, 2022, on improving the quality and effectiveness of regular supervision by Party committees, Party building committees, the Provincial Party Committee Office, and the Provincial Party Committee Inspection Commission for the period 2021 - 2025.
Through that, promptly remove difficulties and obstacles, guide and remind about limited and defective content; improve the ability to warn and prevent violations.

Review and handle party discipline strictly and promptly, without waiting for conclusions from investigation, inspection and audit agencies.: Party committees and inspection committees at all levels disciplined 52 party organizations and 5,337 party members, many of which were inspected and disciplined after receiving information about violations, without waiting for conclusions from investigation, inspection and audit agencies.
Disciplinary action is carried out by Party committees, Party organizations and Inspection Committees at all levels in accordance with the prescribed directions, guidelines, principles and procedures for disciplinary action. Party organizations and Party members who violate discipline voluntarily admit their shortcomings and strictly comply with disciplinary decisions, taking measures to overcome and correct shortcomings and violations.
Asset and income control gradually becomes routine.:Party committees and organizations at all levels have led, directed, thoroughly grasped, and concretized documents from higher levels on declaration and control of assets and income. The declaration and publication of asset and income declarations have been carried out in accordance with regulations; the inspection and supervision of the implementation of regulations on asset and income declaration have been strengthened. Inspection committees at all levels have verified the assets and income of 568 cadres under the management of provincial and district Party committees.
In addition to the achieved results, the Provincial Party Committee also frankly pointed out the limitations that need to be overcome, as a basis for drawing profound lessons:
Some Party committees, Party organizations and leaders have not really paid attention to supervision, especially for key officials. Monitoring and detecting signs of violations are still weak, many cases are only discovered when there are complaints or information from the press. This shows that the initiative in prevention is not high, and the role and responsibility of Party organizations and Party members have not been promoted.
The application of information technology and digital transformation in inspection and supervision activities is still very limited. This affects the speed, accuracy and ability to store and analyze data, not meeting the requirements of the current new situation, especially in the context of building a two-level local government.

To overcome the shortcomings and continue to improve work efficiency, the Nghe An Provincial Party Committee needs to propose a series of strategic and comprehensive solutions for the next stage:
Raising awareness and responsibility of Party committees and leaders:Continue to thoroughly grasp the Party and State regulations on inspection and supervision work. Raise awareness and responsibility of Party committees, Party organizations and leaders in leading, directing and implementing inspection and supervision tasks. This is the key factor that determines the success of all solutions.
Innovation in methods and procedures:It is necessary to strengthen regular supervision, proactively detect early signs of violations for timely prevention. Inspections and supervisions need to be focused, focusing on sensitive areas that are prone to negativity such as: land management, mineral resources, finance, budget, public investment and exemplary responsibility of cadres and party members.
Strengthening coordination among relevant agencies:Establish and implement a close and synchronous coordination mechanism between the Inspection Committee and the Inspectorate, Police, State Audit and relevant agencies in detecting and handling violations. Information exchange and coordination of actions will help improve the effectiveness and strictness of discipline.
Strengthening the organization and improving the quality of inspection staff:This is a fundamental solution. It is necessary to continue reviewing and supplementing the planning of inspection staff at all levels. Strengthening training and professional development to build a team of staff with strong political will, solid expertise and professionalism, and pure revolutionary ethics.
Promoting the application of information technology and digital transformation:The Provincial Party Committee needs to focus on researching and applying software and support tools to improve efficiency and shorten inspection and supervision time. The goal is to build a database on inspection and supervision work to effectively serve management and synthesis work, moving towards building a modern, scientific and professional inspection and supervision system.
Promoting the role of the Fatherland Front and socio-political organizations:The Fatherland Front and socio-political organizations need to strengthen their monitoring and social criticism activities according to regulations. Listening to and synthesizing information from the people will help the Inspection Committee and Party committees at all levels promptly grasp pressing issues, contributing to the detection and handling of violations.
The 2020-2025 term is a challenging period but also a proud journey of the Nghe An Provincial Party Committee in the Party's inspection and supervision work.
The marks of innovation in leadership thinking, determination in handling violations and efficiency in operations have created solid premises.
The lessons learned and strategic solutions that have been drawn will be the guiding principle for the Provincial Party Committee to continue to improve the effectiveness of the Party's inspection and supervision work in the coming years with the goal of building a truly clean and strong Party Committee, meeting the requirements of the new situation and consolidating the people's trust in the Party's leadership; soon making Nghe An a fairly developed province in the country.
