Include legal dissemination and education in the annual evaluation criteria for cadres and party members.

On the morning of December 19, at the Government Office, the Steering Committee for implementing Directive No. 32-CT/TW on strengthening the Party's leadership in disseminating and educating the law, raising awareness of law observance among officials and people held a national online conference to summarize 15 years of implementing the Directive.

At the bridge of 63 provinces and cities, there were representatives of the leaders of the Provincial Party Committee, Provincial People's Committee, relevant departments, departments, branches and units.

Speaking at the opening of the conference, Deputy Prime Minister Truong Hoa Binh emphasized that disseminating legal education is the task of the entire political system. In order to fully assess and determine the orientation and tasks of disseminating and popularizing legal education, it is necessary to summarize 15 years of implementing Directive 32-CT/TW. The conference will also evaluate the implementation of Directive 32 and related documents; give opinions on the draft summary report and orientation of the Party's leadership in disseminating and popularizing legal education; and commend and honor individuals and collectives in the work of disseminating and popularizing legal education.

At the conference, after evaluating and summarizing the implementation of Directive 32-CT/TW over the past 15 years, there were 11 comments and speeches from representatives of ministries, branches and localities proposing solutions to improve the effectiveness of legal dissemination work. In particular, delegates proposed that provinces with borders should allocate more funds to strengthen legal dissemination work for people in border areas; proposed to include the implementation of legal dissemination work in the criteria for evaluating the annual task completion targets of party members and civil servants, considering this as one of the annual emulation classification criteria. Previously, the report summarizing 15 years of implementing Directive 32-CT/TW of the Central Party Secretariat, 9th tenure, on strengthening the Party's leadership in legal dissemination and education work, raising awareness of law observance among officials and people at the conference showed that: Results: building and perfecting legal institutions and policies on legal dissemination and education work; implementing programs and projects on legal dissemination and education suitable for each stage of socio-economic development of the country. Perfecting the coordination council for legal dissemination and education at all levels; selecting content and forms of legal dissemination and education suitable for the locality and target audience.

Regarding budget allocation and mobilization of social resources to participate in PBGDPL, in the period of 2010 - 2019, the whole country has allocated more than 2,747 billion VND, of which many provinces and cities are interested in allocating budget for this work such as: Hanoi 400 billion VND, Ho Chi Minh City over 280 billion VND, Ba Ria - Vung Tau over 260 billion VND, Phu Tho over 200 billion VND, Vinh Phuc over 120 billion VND, An Giang nearly 120 billion VND... Besides, some provinces have allocated less such as Cao Bang nearly 10 billion VND, Bac Lieu over 18 billion VND, Gia Lai over 20 billion VND; Nghe An over 56 billion VND...

Thanks to the good implementation of legal dissemination work, many communes nationwide have met the legal access standards under the national target program on new rural construction for the period 2016 - 2020 with 8,805/11,147 communes meeting the standards (79%).

The conference also pointed out limitations and shortcomings such as: the work of legal dissemination and education has not received due attention in some agencies and organizations; this work has not been identified as "a part of political and ideological education, a task of the entire political system", and is even considered a task of authorities at all levels or of the judiciary alone. In addition, there are some shortcomings and limitations in human resources, training, guidance, and inspection of legal dissemination and education; difficulties in facilities and funding for legal dissemination and education work, etc.

Concluding the conference, Deputy Prime Minister Truong Hoa Binh emphasized a number of outstanding results over 15 years of implementing Directive 32-CT/TW. These results are the efforts of the entire political system of the country. However, there are also shortcomings and limitations, including the poor sense of responsibility of some local Party committees and authorities. In some places, the work of disseminating legal information is not suitable, not in-depth, and has not strongly applied information technology; the funding for basic disseminating legal information has not met the requirements of the task...

Comrade Truong Hoa Binh also noted that in the context of the 4th industrial revolution having certain impacts on the socio-economic situation of the whole country, it is necessary to quickly improve the effectiveness of legal dissemination work in terms of breadth and depth. This is an important task of the entire political system, and it is recommended to do well: continue to enhance the role of legal dissemination work in political and social life.

Also at the conference, 16 groups and 14 individuals were awarded Certificates of Merit by the Prime Minister, and the Minister of Justice announced Certificates of Merit to groups and individuals for their outstanding achievements in 15 years of implementing Directive 32-CT/TW.
