In recent years, especially since the 17th Provincial Party Congress, along with the comprehensive innovation of Party building and the political system, the collective leadership, cadres and experts of the Nghe An Provincial Party Committee Office have united, strived, and excellently completed assigned tasks; meeting the requirements of leadership and direction in implementing political tasks of the Standing Committee, the Standing Committee and the Provincial Party Committee.

(Baonghean) -In recent years, especially since the 17th Provincial Party Congress, along with the comprehensive innovation of Party building and the political system, the collective leadership, cadres and experts of the Nghe An Provincial Party Committee Office have united, strived, and excellently completed assigned tasks; meeting the requirements of leadership and direction in implementing political tasks of the Standing Committee, the Standing Committee and the Provincial Party Committee.

Immediately after the 17th Provincial Party Congress (term 2010-2015), the Provincial Party Committee Office promptly advised on the issuance of the working regulations for the entire term of the Party Executive Committee, the Standing Committee, and the Provincial Party Committee Standing Committee in accordance with the requirements and tasks in the new situation, contributing to the innovation of leadership methods; well organized the implementation of the contents of the entire term work program of the Party Executive Committee, the annual work program of the Provincial Party Committee Standing Committee; focused on key issues in the fields of socio-economics, national defense, security, Party building and the political system, ensuring the comprehensive leadership of the Party; coordinated and directly advised on the preliminary and summary of the resolutions and directives of the Central Committee and the Provincial Party Committee, developed, promulgated and organized the implementation of resolutions, directives, announcements, and conclusions on programs and projects to implement the congress resolutions, creating positive changes.

In the innovation and improvement of the quality of the meetings of the Executive Committee and the Standing Committee of the Provincial Party Committee, the documents directly drafted, reviewed and edited by the Office are carefully implemented, ensuring quality, correct procedures, formats, genres and issuing authority. In the first 9 months of 2012, the Provincial Party Committee Office has consulted on reviewing, editing, drafting and issuing 3 resolutions, 5 directives, 212 notices, 1,525 decisions, 3 circulars, 5 regulations...

In receiving and processing information to serve the leadership and direction of the Standing Committee, the Standing Committee and the Provincial Party Committee, the Office has selected, processed and edited information accurately and objectively to meet the requirements of information authenticity. Focus on directing administrative reform in the Party organization system. The process of organizing the reception, registration, monitoring and handling of incoming documents and issuing outgoing documents is scientific, fast, accurate and timely, ensuring the safety and confidentiality of information and documents. Implementing well the work of creating current records, archival records, managing and serving the effective exploitation of archival documents. Strengthening the application of IT in Office work, the wide-area information network system of Party agencies from the province to the grassroots has been gradually completed, contributing to improving the effectiveness of directing and operating the activities of Party organizations. The Provincial Party Committee Office has also advised the Provincial Party Committee Standing Committee to promulgate regulations, functions, tasks, organizational structure and working relationships of the Office; promulgate internal management regulations; arrange and adjust the organization of the apparatus reasonably; take care of building a team of cadres to meet the quantity requirements and improve the quality. Carrying out emulation and reward work, the Provincial Party Committee Office has organized patriotic emulation movements well; built periodic and ad hoc emulation and reward plans for collectives and individuals with outstanding achievements; built emulation criteria for annual classification of the Offices of district, city and town Party Committees; affiliated Party Committees and Party building committees.

Performing the function of managing assets and finances of the Provincial Party Committee and within the Party organization system, the Provincial Party Committee Office also constantly pays attention to improving the material and spiritual life of the agency's cadres and civil servants; enhancing innovation in internal and external affairs; in the first 9 months of 2012, it welcomed and served 133 delegations, with 2,190 people; served 99 conferences and activities to celebrate major holidays, with 4,102 people.

In addition to work efficiency, in the face of new mission requirements, the activities of the Provincial Party Committee Office still have many limitations that need to be overcome soon. In the coming time, the Provincial Party Committee Office will focus on doing well a number of key tasks from implementing solutions to overcome existing limitations and striving to fulfill the increasingly high demands of mission requirements.

Firstly, continue to innovate and improve the quality of political education for cadres and party members in the Provincial Party Committee Office. Innovate and improve the quality of studying and thoroughly understanding resolutions and directives of party committees at all levels. Strengthen information work and public opinion orientation. Strictly implement the principles of organization and party activities, innovate and improve the quality of party cell activities, focusing on ideological activities. Organize well the study of topics on the ideology and moral example of Ho Chi Minh; seriously implement the Resolution of the 4th Conference of the Party Central Committee (11th tenure) "Some urgent issues on Party building at present".

Second, continue to build a clean, strong, and effective Provincial Party Committee Office organization. Build a team of Provincial Party Committee Office staff, especially management and leadership staff, with sufficient quantity and quality to meet task requirements. Carry out personnel work in a democratic, impartial, objective manner, in accordance with procedures, rules, and regulations. Actively discover, introduce, train, and foster successor and replacement staff.

Third, continue to innovate and improve the quality of advisory work, synthesis, provision and processing of information, promptly and effectively serving the leadership and direction of the Party Executive Committee, the Standing Committee, and the Standing Committee of the Provincial Party Committee. Improve the quality and effectiveness of the preliminary and final summaries of resolutions, directives, and regulations of the Central Committee and the Provincial Party Committee, and the quality of advisory work on the drafting, appraisal, and promulgation of documents. Innovate information and synthesis work to ensure timeliness, completeness, and accuracy. Continue to improve the quality and effectiveness of advisory work to assist the Standing Committee and the Standing Committee of the Provincial Party Committee in implementing the work program, in leading and directing the implementation of resolutions, directives, and conclusions, and in resolving urgent issues arising at the grassroots level. Continue to advise on innovation of leadership methods of Party committees, improve the quality and effectiveness of meetings of the Standing Committee, the Standing Committee of the Provincial Party Committee, and the Provincial Party Committee. Closely follow the Party's charter, regulations of the Central Committee, work programs, rules and regulations of the Provincial Party Standing Committee and the Provincial Party Executive Committee to advise on full and correct implementation, ensuring organizational principles and working regime.

Fourth, strengthen the implementation of guidance, inspection, supervision, and timely advice on the resolution of proposals and recommendations from the grassroots. Perform well the tasks of appraisal, investigation, coordination, and tasks assigned by the Standing Committee and the Standing Committee of the Provincial Party Committee, and advise on the resolution of complaints and denunciations. Improve the quality and effectiveness of administrative, clerical, archival, and cryptographic work. Continue to innovate internal and external affairs, promptly and thoughtfully serve the activities of the Standing Committee, the Standing Committee, and the Provincial Party Committee.

Fifth, promote administrative reform within the Party system. Innovate working style, make it more scientific and professional, ensure smoothness, speed, and practical efficiency. Focus on deploying information technology applications in administrative reform, especially effectively operating and using support software tools to improve work productivity and efficiency.
