Putting the Law on National Defense and Security Education into practice.
To implement the Law on National Defense and Security Education, which came into effect on January 1, 2014, the Prime Minister recently issued Decision 2419/QD-TTg dated December 12, 2013, on the establishment of the Central Council for National Defense and Security Education and the Military Region Councils for National Defense and Security Education.
Accordingly, the Central Council for National Defense and Security Education (GDQPAN) is chaired by a Deputy Prime Minister; the Vice-Chairmen include: the Minister of National Defense, the Minister of Public Security, the Minister of Education and Training, and a Deputy Head of the Central Organization Committee.
The Military Region's National Defense and Security Education Council is chaired by the Military Region Commander. The Vice-Chairmen of the Council include: the Military Region Political Commissar; the Deputy Commander - Chief of Staff of the Military Region (Permanent Vice-Chairman); the Deputy Commanders and Deputy Political Commissars of the Military Region; and the Deputy Director General of the General Department of Building the People's Public Security Force, Ministry of Public Security.

Previously, the Prime Minister also issued Decision No. 1911/QD-TTg dated October 18, 2013, on the plan for implementing the Law on National Defense and Security Education. Accordingly, ministries, ministerial-level agencies, government agencies, and localities will develop 17 detailed regulations and guidelines for the implementation of this Law.
In this context, the Ministry of Education and Training is tasked with leading the development of six detailed documents guiding the implementation of the Law. These include the Prime Minister's Decision (replacing Decision 472/QD-TTg of 2010) approving the Project for training teachers of National Defense and Security Education for high schools, vocational secondary schools, and vocational training schools; and the Project for training lecturers of National Defense and Security Education for vocational colleges and higher education institutions for the period 2014-2020. These Decisions will be submitted in March 2014 and are expected to be issued in April 2014.
The joint circular stipulating the norms, regimes, policies, and personnel for management staff, teachers, and lecturers in National Defense and Security Education will also be developed under the leadership of the Ministry of Education and Training and is expected to be issued in July 2014.
Along with that are the Joint Circulars regulating the organization of teaching and assessment of learning outcomes for the subject of National Defense and Security Education from primary school to university and vocational training institutions; the Circular guiding the integration of National Defense and Security Education in primary and secondary schools; the Circular promulgating the List of teaching equipment and the set of minimum equipment models for the subject of National Defense and Security Education in high schools, vocational education institutions, and higher education institutions; and the Joint Circular on the management of weapons and explosives in national education institutions.
The Ministry of Education and Training is also tasked with leading the project to establish national defense and security education centers at higher education institutions and is responsible for compiling textbooks, curricula, and materials on national defense and security education for high schools, vocational schools, and higher education institutions.
