Sending people to Angola is "illegal"
(Baonghean)According to information from the Department of Labor, Invalids and Social Affairs, the COSEVCO Nghe An Construction Import-Export Trading Joint Stock Company Branch is only allowed to recruit workers to work in Malaysia, not to recruit people to go to Angola like the case of Mr. Nguyen Quang Hanh (the murder victim as reported by Nghe An Newspaper in the issue published on January 24, 2013).
Headquarters of COSEVCO Nghe An Construction Import-Export Trading Company, where the murder of Mr. Nguyen Quang Hanh took place.
Ms. Pham Thi Phuong (73 years old, residing in Nghi Thiet commune, Nghi Loc district) said: “My family has 4 people who submitted documents to go to Angola to work, including Nguyen Quang Hanh (son), Dau Van Xinh (son-in-law), Pham Van Phi, Pham Van Thong (grandchildren). The documents were submitted at the office of the COSEVCO Nghe An Construction Import-Export Trading Joint Stock Company (No. 84, Nguyen Trai Street, Vinh City). The son-in-law and two grandchildren have gone there, but Hanh was stopped by the company when she got to the airport, for unknown reasons. The three of them have no jobs, struggling to make a living!” Ms. Phuong added that last week, Dau Van Xinh called from Angola, complaining about his misery. “The contract agreed to go there to work as a carpenter, but all 3 of them had to work as bricklayers!” Ms. Phuong said.
Carrying his suitcase from Hanoi to Nghe An, Nguyen Quang Hanh and his father went to the branch of COSEVCO Construction Import-Export Trading Company to demand the deposit back. Five or seven times, this unit only agreed to pay 3,000 USD, the remaining 2,500 USD was deliberately delayed by the director Pham Viet Van and his subordinates. “Three times my father and I went to the branch to demand the money back, each time they said: The director is on a business trip, we will deal with it tomorrow! When asked where the director went, the assistant said in a harsh voice: I don’t know! In the middle of the office, some people blocked the door, threatening them, so everyone who came to demand the deposit was terrified!”, Mr. Nguyen Quang Minh (Mr. Hanh’s father) recounted. Ms. Nguyen Thi Dat held her child, wearing a mourning scarf on her head, and burst into tears: “To have enough money for my husband to bring to deposit for overseas labor, I had to borrow money everywhere!”
Working with reporters on January 25, Mr. Dang Cao Thang - Deputy Director of the Department of Labor, Invalids and Social Affairs said: "We only introduce to units recruiting workers to work abroad in Malaysia, the fact that the COSEVCO Construction Trading and Import-Export Joint Stock Company Branch in Nghe An sent people to Angola is illegal and illegal!". The murder of a worker at the COSEVCO Construction Trading and Import-Export Joint Stock Company Branch in Nghe An is being further investigated by the Nghe An Police Department. In addition to handling the criminal responsibility of the subjects related to the death of Mr. Nguyen Quang Hanh, the issue of recruiting and sending workers abroad at this unit also needs to be clarified.
