(Baonghean.vn) On the morning of July 22, the 26th Congress of Yen Thanh District Party Committee, term 2015 - 2020, officially opened solemnly.

Attending the congress were comrades: Nguyen The Trung - Member of the Party Central Committee, Deputy Head of the Central Committee for Mass Mobilization; Ho Duc Phoc - Secretary of the Provincial Party Committee; comrades in the Provincial Party Committee Standing Committee, leaders of provincial departments, branches and sectors; Vietnamese Heroic Mothers, veteran revolutionaries, and district leaders of different periods. 269 delegates representing more than 11,000 party members from 87 party organizations in the entire district Party Committee attended the congress.

The political report at the congress presented by comrade Hoang Nghia Hieu - Secretary of the District Party Committee, stated: Implementing the Resolution of the 25th Yen Thanh District Party Congress, term 2010 - 2015, with the support of the Central Government, the province and Yen Thanh children living far from home, the Party Committee and people of Yen Thanh district have united, made efforts and achieved many important results.

Notably, 32/42 key targets were achieved and exceeded the set plan. The average economic growth rate reached 13.65%. The average income per capita reached over 26 million VND/year, 2.2 times higher than in 2010. The economic structure shifted positively, reducing the proportion of agriculture to 44.07%; increasing the proportion of industry - construction to 20.5%; services to 35.83%. Foreign affairs activities achieved positive results, attracting a number of projects such as the Japanese Garment Factory; Dong Thanh Tunnel Brick Factory....

The new rural construction program has been accelerated, currently 7 communes have reached the finish line, by the end of 2015 there will be a total of 13-14 communes reaching the new rural finish line. The cultural and social fields have many important changes, especially the rate of building national standard schools reaching 72.7%; the poverty rate has decreased to 5.5%. National defense and security are ensured.

Regarding Party building, attention is paid to improving the leadership capacity of Party organizations and the quality of cadres and Party members from the district to the grassroots level. The role of the Fatherland Front and political organizations is increasingly affirmed in implementing Party resolutions and local political tasks. Inspection and mass mobilization work is innovated, focusing on improving the quality and effectiveness of operations.

That is, economic growth has not been commensurate with potential; economic restructuring is slow, there has been no breakthrough in economic development. Some socio-cultural indicators have not met the resolution; political security and social order and safety still have many potential complications.

Regarding the direction and goals for the 2015 - 2020 term, focus on leadership to mobilize all resources for development. Maintain a reasonable and sustainable growth rate; rapidly shift the economic structure. Increase investment in technical infrastructure; develop industry, services, and tourism. Promote labor export, vocational training, and job creation. Improve the quality of education - training, health care, culture - society. Strengthen national defense, solid people's security posture. Promote internal resources, combine attracting programs and projects, and accelerate the progress of new rural construction. Improve the leadership capacity and fighting strength of the Party organization, cadres, and Party members. Enhance the effectiveness of the political system, strive for the district Party Committee to achieve Strong status every year; make Yen Thanh a fairly good district of the province and achieve a new rural district in 2019.

The Congress discussed and clarified the results achieved in the 2010-2015 term; agreed on the direction, goals, tasks and solutions of the District Party Committee in the 2015-2020 term. In particular, it pointed out some shortcomings and limitations, on that basis, it suggested and proposed positive solutions to contribute to helping Yen Thanh district continue to have a higher development step, become a fairly good district of the province and achieve the new rural district in 2019.

Speaking at the congress, comrade Ho Duc Phoc - Secretary of the Provincial Party Committee highly appreciated the leadership and direction of the Yen Thanh District Party Committee in the past term. Based on sharing some information about the province's socio-economic situation with advantages, limitations and challenges, the Secretary of the Provincial Party Committee emphasized that Yen Thanh needs to orient, set development goals and specific targets to create a breakthrough in the 2015 - 2020 term.

In the immediate future, accelerate growth, build new rural areas, ensure income for people; focus on attracting projects for industry to be associated with processing suitable for the district's raw material and labor areas. Develop local enterprises, small and medium enterprises to attract capital and create jobs. In agriculture, apply biotechnology and high technology to develop, link production with processing: oranges, pineapples, cassava, medicinal herbs, rice, rubber... Develop new rural areas associated with hunger eradication, poverty reduction, build economic models, develop craft villages, craft villages, and household economy.

The Provincial Party Secretary also said that Yen Thanh needs to pay attention to developing tourism, services, and trade. Develop infrastructure, first of all, develop urban towns and townships, creating momentum for the district's economic development. Pay attention to vocational training, career guidance, job creation, and labor export. Develop education and health care, carry out population and family planning work well; ensure security and order. Have measures and solutions to train and arrange young, capable, and people-oriented cadres, and build a strong political system.
