Opening the working session of the National Assembly this morning (November 17), Deputy Prime Minister Nguyen Xuan Phuc, on behalf of the Government, reported on the implementation of the resolutions of the National Assembly and the conclusions of the National Assembly Standing Committee on questions and answers at National Assembly sessions and meetings of the National Assembly Standing Committee.

In the opening, Delegate Pham Duc Chau (Quang Tri) commented: the National Assembly Deputies have only received more than 100 pages of the National Assembly's report and this morning they have just received the Government's report on the implementation of the National Assembly's resolutions, the conclusions of the National Assembly Standing Committee on questions and answers at the National Assembly sessions and the National Assembly Standing Committee meetings. Thus, it is very difficult for the Deputies to compare and evaluate these reports in order to have their opinions.

According to Deputy Chau, the National Assembly's report states what the Government has done, is doing, has done, and what has not been done yet. Meanwhile, the Government's report only states what has been done.

Therefore, Deputy Chau suggested that the Government's report should evaluate more deeply the effectiveness of state management. Why do things happen before state management is reviewed (accidents only review how to manage them; bridges are damaged or collapsed before reviewing how to manage shortcomings, etc.)? Thus, management is behind reality while people need the Government to forecast and evaluate in advance to have policies and strict management. On the other hand, central ministries need to be extremely careful when making their decisions, not letting them affect people and make them react and then withdraw.

Next, Deputy Tran Du Lich (HCMC) said he agreed with the Government's report on resolving the interrogation issues.

However, Mr. Lich did not agree with the Government's handling of work groups because of the lack of synchronization. For example, the handling of agricultural issues and drug addiction issues was very passive in providing solutions.

In the agricultural sector, Mr. Lich said that the industry does not have a comprehensive solution, although the Minister of Agriculture and Rural Development has proposed 12 groups of solutions.

“What is produced in agriculture, how is it produced, and for whom… are questions that the agricultural sector needs to clarify. There are agricultural products that can be produced but the cost is too high. Not to mention, the song of good harvest, low price, low price, good harvest continues,” Mr. Lich said.

Regarding fishing, Mr. Lich said that there should be solutions to support fishermen, not allowing fishermen to fish like they do now. Currently, the country has 5 fishing support centers, but there needs to be a strong enough comprehensive center to support fishermen in fishing.

Delegate Tran Hoang Ngan (HCMC) again paid attention to the issue of counterfeit and poor quality goods that pose a danger to consumers and businesses.

“A recent report from the Ministry of Industry and Trade shows that 130,000 cases have been arrested and 80,000 cases have been handled. This shows that the situation is still serious and complicated, affecting the people,” said Mr. Ngan.

Regarding public debt and bad debt, Mr. Ngan said he personally believes in this report but hopes the Government will have a detailed report so that people can believe that bad debt and public debt have reached a safe threshold.

Delegate Huynh Van Tinh (Tien Giang) suggested that the Government pay more attention to promoting agricultural development. In particular, the Government is letting farmers "swim on their own" in finding markets for agricultural products. Therefore, he suggested that the Government should have policies in developing markets and outlets for agricultural products.

In addition, Deputy Tinh suggested that the Government should tighten inspection and handle the situation of fake agricultural materials (fake fertilizers, pesticides, etc.) so that farmers can feel secure in production.

The administrative apparatus is increasingly bloated.

Delegate Nguyen Ba Thuyen (Lam Dong) questioned two issues: administrative procedure reform and anti-corruption.

According to Deputy Thuyen, the Government has carried out many administrative reforms, but the more it reforms, the more the state apparatus expands.

“There are too many deputy positions now. A department with three people has one chief, one deputy, and only one employee. Or vice ministers and deputy directors, too many. Each industry or agency should only have one or two deputies. The chief must do the work, because if the deputy does everything, the chief will have nothing to do,” Mr. Thuyen emphasized.

Regarding anti-corruption, delegate Thuyen said that although the Government has great determination, the results have not been as expected.

Because people don’t trust you, they are afraid that you are not fair, so they have to give them. Therefore, we need to build trust among the people, make them believe,” Mr. Thuyen said.

Through the Government's report, Deputy Tran Thi Quoc Khanh (Hanoi) highly appreciated the work that the Government has done, especially in the financial sector. In addition, Deputy Khanh suggested that the Government focus on two issues in the coming time: resolutely incorporating economic development strategies associated with national defense and security and attaching importance to research and application of science and technology, information technology in production, management and especially national defense.

Delegate Danh Ut (Kien Giang) raised the issue that the Government's management still has some issues that are not consistent with requirements. For example, in the past three months, gasoline prices have decreased 10 times, but so far only a few transport and production units have reduced prices. At the same time, according to Delegate Ut, in implementing policies for rice growers, farmers have not really been prioritized, especially in the Mekong Delta region. This Delegate suggested that the Government should prioritize rice production areas and review how to support farmers effectively.

Clearly define personal and staff responsibilities in management

Regarding high-ranking officials, Deputy Le Nam (Thanh Hoa) said that it is necessary to make it public for the people to know. A typical example is the case of former Government Inspector General Tran Van Truyen, but up to now there has been no specific information from the authorities.

"The higher the level of the official, the more transparent he must be. If he is just vague and vague, the people will not believe him," Mr. Nam affirmed.

Regarding anti-smuggling, Mr. Nam emphasized the need to assign responsibility to local leaders.

“Why is it that when the Ministry of Public Security intervened, they caught a few cases, but when the Ministry of Public Security withdrew, everything went back to normal? Smuggling still happens. Don’t let this situation happen,” Mr. Nam said.

Regarding policies for fishermen, Deputy Nam said that if the HD-981 drilling rig is withdrawn, policies for fishermen will not cool down.

Besides appreciating what the Government has done, Deputy Truong Van Vo (Dong Nai) suggested that the Government needs to clarify the personal responsibilities of Government members and the responsibilities of localities in implementing resolutions, opinions and recommendations of the National Assembly.

Delegate Vo gave an example, related to the National Assembly's proposal many years ago on replanting forest areas that were destroyed to build hydroelectric power plants, which has yet to see results and reports. "The results have not been achieved and no one knows who is responsible," Delegate Vo assessed the implementation of a number of resolutions, opinions and proposals of the National Assembly in the recent past.

Food Security: Need to Increase Productivity and Pay Attention to Poor Households

Regarding food security, Minister of Agriculture and Rural Development Cao Duc Phat said that the country currently has an abundant and surplus food supply, not only meeting domestic demand but also for export.

However, Minister Cao Duc Phat said that food security here must also take into account the factor of poor people not having enough money to buy food. Currently, there are still some poor households in the country that cannot afford to buy food. Therefore, food security needs to increase productivity and pay attention to poor households.

“The question is whether we should continue to maintain rice production or switch to other crops that are more effective. Recently, the Government has also had a policy to support farmers in rice-growing areas to switch to other crops with higher income,” said Mr. Phat.

Minister Cao Duc Phat also explained issues related to the effectiveness of afforestation, forestry, high-tech agriculture, etc. that some delegates had previously questioned.

According to the working plan of the National Assembly, opening the working session this morning (November 17), Deputy Prime Minister Nguyen Xuan Phuc will, on behalf of the Government, report on the implementation of the resolutions of the National Assembly and the conclusions of the National Assembly Standing Committee on questions and answers at National Assembly sessions and meetings of the National Assembly Standing Committee.

Head of the People's Petition Committee Nguyen Duc Hien will also report to the National Assembly the results of supervising the settlement of voters' petitions sent to the 7th session of the 13th National Assembly.

The question and answer session of Minister of Industry and Trade Vu Huy Hoang took place in the afternoon. The issues the Minister of Industry and Trade answered before the National Assembly revolved around the development of supporting industries, the development of manufacturing industries, solutions for market management and prevention of counterfeit goods and smuggling.

The question and answer sessions of the 8th session of the 13th National Assembly will last until November 19. Four ministers will answer questions: the Minister of Industry and Trade, the Minister of Home Affairs, the Minister of Transport, and the Minister of Labor, War Invalids and Social Affairs. In the final question and answer session, Prime Minister Nguyen Tan Dung will answer questions and clarify a number of issues related to the groups of contents questioned by National Assembly deputies.
