Recently, authorities in many localities such as Hanoi, Ho Chi Minh City, Da Nang, Quang Tri... have continuously arrested cases of transporting legs, tails, and organs of livestock and poultry that do not ensure food hygiene and safety. This type of goods is temporarily imported for re-export, so it does not go through inspection or testing... However, many of these goods, after being transported to the border, will be broken up and "attacked" back into the Vietnamese market for consumption.
Along with the above-mentioned suspension request, also from September 30, the Ministry of Industry and Trade also allows temporary import for temporary import and re-export business of frozen food items not on the list of temporarily suspended temporary import and re-export business; goods on the list of prohibited imports and prohibited exports not on the list of temporarily suspended temporary import and re-export business, including goods with licenses from the Ministry of Industry and Trade; Goods subject to special consumption tax such as alcohol, beer, cigarettes, cigars after receiving instructions from the Ministry of Industry and Trade.
The above Regulations of the Ministry of Industry and Trade are intended to implement Directive No.23/CT-TTgof the Prime Minister on strengthening state management of temporary import-re-export, transit and bonded warehouse business activities.
This Directive was issued in early September 2012, in which the Prime Minister requested the Ministry of Industry and Trade to preside over and coordinate with relevant agencies to review current regulations on temporary import, re-export, and transit to implement immediately in accordance with their authority or submit to competent authorities to remove regulations that are no longer appropriate; supplement and adjust current regulations to ensure compliance with policies and requirements for strict management of temporary import, re-export, and transit activities and with the reality of our country's socio-economic development.
The Prime Minister has requested the Ministry of Industry and Trade to issue a list of goods temporarily suspended from temporary import for re-export, transit and bonded warehouses such as used consumer goods and frozen foods such as viscera, by-products of livestock and viscera, by-products of poultry. The list of other frozen foods (livestock meat, poultry meat, various types of seafood) temporarily imported for re-export must be carried out under the license of the Ministry of Industry and Trade.
