Stop attracting investment in wood chip and pulp processing

Nghe An Provincial People's Committee has decided to approve the planning of raw material areas for invested projects in the area, in which priority is given to raw material areas for Tan Hong Pulp Factory (capacity of 45,000 tons/year) in Con Cuong and Nghia Dan MDF Fiberboard Processing Factory (capacity of 300,000 tons/year), so the province has a policy to temporarily stop attracting investment in projects in this field, especially projects that only process raw wood chips.

The reason the province has to do so is because wood chip and pulp processing are investment projects with conditions on raw material areas and the environment. Investment in this field requires a raw material area planning that is appraised and approved by competent authorities to avoid disputes over raw materials, causing economic losses to businesses, affecting production and the lives of forest growers, especially affecting the investment attraction environment of the province. That is the policy, but in the past, in some localities and businesses, there were still violations, so the province handled it very resolutely, such as assigning the People's Committee of Nam Dan district to terminate the investment procedures for the Wood Chip Processing Factory Project in the Nam Thai Small Industrial Park (Decision dated October 21, 2010), and at the same time notify the departments, branches and districts and towns. And recently, the above incident continued in Dien Chau, forcing the province to request the District People's Committee to suspend the wood chip processing project in the Dien Thap Industrial Park.

In order to avoid the above phenomenon, it is necessary to clearly define the specific responsibilities of the violating localities, only then can we avoid the situation where businesses suffer losses when "missteps" in investing in this field due to lack of information.
