(Baonghean) - Before working hours on Mondays, Wednesdays, and Fridays, officials and civil servants gather in the office hall to read Party newspapers and magazines - this activity has become a regular practice since 2007 in the Minh Thanh commune Party committee (Yen Thanh district)...

In implementing Resolution 04 of the Yen Thanh District Party Committee on "strengthening ideological work and improving the quality of Party branch activities in grassroots Party organizations," the Standing Committee of the Minh Thanh Commune Party Committee unanimously issued a resolution on centralized newspaper and magazine reading. The resolution stipulates that: At the beginning of the afternoon working hours on Mondays, Wednesdays, and Fridays, all officials and employees will gather in the office meeting room to listen to newspaper readings; a specific schedule is assigned for two people each day, with the list posted on the office bulletin board. Each reading session lasts 30 minutes, starting at 1:30 PM in the summer and 2:00 PM in the winter.

All newspapers subscribed to by the unit were read, but priority and the most time were given to the following newspapers: Nghe An, Nhan Dan, Nong Nghiep, Nguoi Dai Bieu, and provincial and district newsletters... The two comrades whose scheduled newspaper reading time arrived had to receive the newspapers, quickly highlight outstanding news and articles, and mark them for later reading. During newspaper reading time, the office and cultural staff took attendance; anyone absent or late without a valid reason would be reprimanded and have their performance targets cut. A summary would be conducted every six months to review and evaluate the quality of the selected news and articles...

For the Party branches, the Party Committee also provides guidance on the serious use of documents and monthly regular meeting schedules. Accordingly, the branch secretaries read newspapers, magazines, and Party information channels daily, selecting, taking notes, and marking news articles to read before meetings. This has become a habit of reading newspapers and current events, so the number of absent Party members at each branch meeting is very low; the content of the meetings is rich; and the need for information from Party members compels the secretaries to read newspapers more carefully and meticulously in selecting news articles to disseminate.

Comrade Cao Dang Dung, Secretary of the Minh Thanh Commune Party Committee, shared his experience: “In the early stages of implementation (from May 2007), some individuals suggested simply reading online newspapers. The Party Committee carefully analyzed the situation and ultimately agreed on a general resolution. In the first few weeks of implementation, various newspapers were assigned to leaders and heads of organizations to select information. After a year of implementation, it gradually became a routine, and the Party Committee deployed it to all cadres and civil servants. Initially, there were instances of lateness or unexplained absences, but now, collective newspaper reading has become an indispensable part of daily intellectual nourishment, so that situation no longer exists. Regarding the method, each day two people are assigned to choose and read a different type of newspaper, and this is strictly implemented... In reality, collective newspaper reading helps cadres and Party members become closer, sharing common viewpoints on articles and information, and ensuring adherence to work schedules…”

Comrade To Viet Khuong, Deputy Secretary of the Minh Thanh Commune Party Committee, stated: “We have determined that reading newspapers helps us supplement our knowledge and enhance the effectiveness of our leadership and guidance. Therefore, the articles we select are typical issues with educational value and practical benefits in studying and following the moral example of Ho Chi Minh; thereby improving our professional work, making our work style more professional, and ensuring the smooth operation of the one-stop service center, which is praised by the people. From there, cadres and Party members unite and work together to successfully carry out the political, economic, and social tasks of the locality.”

The selection of rich information from various newspapers for reading and application has increased understanding and led to successful economic, cultural, social, national defense, and security development. In particular, the emulation movement to jointly build new rural areas has created a wide-ranging impact, with people enthusiastically responding and actively contributing, donating land for infrastructure construction, field improvement, and land consolidation. In 2013-2014, the entire commune had 214 collectives and individuals with outstanding achievements in all fields who were awarded, including 4 collectives and 3 individuals who received commendations from the Provincial People's Committee; for many consecutive years, the Party Committee has achieved the status of "clean and strong," and in 2013 and 2014 it achieved the status of "exemplary strong." Currently, the commune is preparing a report on its achievements to request a commendation from the Provincial People's Committee.

Comrade Nguyen Khac De, Head of the Propaganda Department of the Yen Thanh District Party Committee, assessed: “Minh Thanh commune has done very well in using Party newspapers and documents in leadership, guidance, and information dissemination to the grassroots, helping to improve the commune's leadership, ensuring it stays true to the Party's policies and aligns with the people's aspirations. Party documents are the official source of information; therefore, to be effective, they must be given to those who need them, have the knowledge, and are responsible. The Minh Thanh commune Party Committee has met this criterion and achieved effective results.”
