Implementing Resolution 04 of the Yen Thanh District Party Committee on "promoting ideological work and improving the quality of Party cell activities in grassroots Party organizations", the Standing Committee of the Minh Thanh Commune Party Committee unanimously issued a resolution to read newspapers and magazines in a concentrated manner. The resolution stipulates: At the beginning of the afternoon working hours on Mondays, Wednesdays, and Fridays every week, all cadres and civil servants gather in the agency's meeting room to listen to newspaper reading; the newspaper reading schedule is specifically assigned to 2 people each day, the list is posted on the agency's bulletin board, reading for 30 minutes each day, starting at 1:30 p.m. in the summer and 2 p.m. in the winter.
All types of newspapers that the unit subscribes to are read, but priority and time are given to the following newspapers: Nghe An, Nhan Dan, Nong Nghiep, Nguoi Dai De and the provincial and district newsletters... The two comrades have to receive all types of newspapers on their newspaper reading schedule, take advantage of the time to check the outstanding news and articles, and mark them for reading. Newspaper reading hours are assigned to the office and cultural staff to take attendance, anyone absent or late without a valid reason will be reprimanded and have their competition quotas cut; every 6 months, there will be a summary, experience will be drawn and the quality of the selected news and articles will be evaluated...

For the Party cells, the Party Committee also guides the serious use of documents and monthly meeting schedules. Accordingly, the Party cell secretaries read newspapers, magazines, and Party information channels every day, and must select, record, and mark news and articles to read before the meeting. Having become a habit and routine of reading newspapers and reviewing current events, the number of absent Party members at each Party cell meeting is very small; the meeting content is rich; the need for information from Party members makes the Party cell secretaries read newspapers more carefully and be more careful in selecting news and articles to disseminate.
Comrade Cao Dang Dung, Secretary of the Minh Thanh Commune Party Committee, shared his experience: “In the early stages of implementation (from May 2007), there were still individuals who suggested that we only need to read online newspapers. The Party Committee carefully analyzed and finally agreed on the Party Committee's General Resolution. In the first weeks of implementation, the types of newspapers were assigned to leaders and heads of organizations to select information. After 1 year of implementation, gradually getting into order, the Party Committee deployed it to all cadres and civil servants to implement; in the early stages, there were still cases of slowness and absence without reason, but now, reading newspapers in a concentrated manner is an indispensable spiritual food every day, so that situation no longer exists. Regarding the method of implementation, each day assigns 2 people to select and read a different type of newspaper, and implement it seriously... In fact, reading newspapers in a concentrated manner helps cadres and party members get closer together, when they share the same views on an article, information and ensure working hours...".
Comrade To Viet Khuong, Deputy Secretary of the Minh Thanh Commune Party Committee, said: “We identify reading newspapers to supplement knowledge and enhance effectiveness in leadership and direction. Therefore, the articles selected for reading are typical issues, educational and of practical benefit in studying and following Ho Chi Minh's moral example; from there, professional work is increasingly improved, working style is more professional, the one-stop transaction center operates steadily and is praised by the people. From there, cadres and party members unite to join hands and wholeheartedly carry out well the political, economic and social tasks of the locality”...
The selection of rich information from various newspapers to read and apply has increased understanding and leadership in economic - cultural, social, national defense - security development with good results. In particular, in the emulation movement to join hands in building new rural areas, it has created a wide spread, people enthusiastically responded, actively contributed, donated land to build infrastructure, improve fields and consolidate land, exchange plots... In 2013 - 2014, the whole commune had 214 collectives and individuals with outstanding achievements in all fields being commended, of which 4 collectives and 3 individuals were awarded certificates of merit by the Provincial People's Committee; for many consecutive years, the Party Committee has achieved clean and strong status, 2 years 2013, 2014 achieved typical strong status. Currently, the commune is making a report on achievements to propose the Provincial People's Committee to award certificates of merit.
Comrade Nguyen Khac De, Head of the Propaganda Department of Yen Thanh District Party Committee, commented: “Minh Thanh Commune has done a very good job of using the Party's newspapers and documents in leadership, direction and information dissemination to the grassroots, helping the commune's leadership to be better, not straying from the Party's policies and following the people's aspirations. The Party's documents are the official information stream, so to be effective, they must be delivered to those who need them, have knowledge and are responsible. The Minh Thanh Commune Party Committee has implemented this criterion correctly and promoted its effectiveness.”
