Human trafficking ring using the deceptive scheme of overseas employment.
(Baonghean)On April 13, 2013, Vi Thi Hoa, also known as Yen, residing in Que Son commune (Que Phong district), contacted Lo Thi Ty (residing in Xieng My commune, Tuong Duong district) in Ngoc Lam commune to recruit young women to work in China with a salary of 10-15 million VND per month, mainly in sales. Immediately, one woman from Ma village, Ngoc Lam commune, agreed to go with Hoa and Ty for "high-paying" overseas work. Because there were still "few applicants," Hoa entrusted the recruitment process to Ty and told her to contact Hoa when there were 3-5 people available so she could come down to complete the "overseas" procedures.
On April 23rd, Vi Thi Hoa, after being contacted by Lo Thi Ty, went to Ngoc Lam commune to "process the paperwork" for four women in the area to go abroad for work. Hoa requested that the four women provide some personal documents and arranged with Ty that once the procedures for some people in Que Phong and Tuong Duong districts were completed, she would contact Ty to bring the four women down to Vinh City to go to Mong Cai (Quang Ninh) and from there to China.
However, Hoa and Ty's actions could not escape the vigilance of the people and the investigative skills of the authorities. The Anti-Drug Crime Department reported to the Nghe An Border Guard Command and the Anti-Drug Crime Department (Border Guard Command) requesting the establishment of a special case with the code number "315L" to effectively combat the human trafficking ring.
On May 10th, the Nghe An Border Guard Command dispatched a task force comprising special forces investigators from the Anti-Drug Crime Prevention Department and the anti-crime force of the Ngoc Lam Border Guard Post, led by Lieutenant Colonel Hoang Ngoc Manh - Deputy Head of the Anti-Drug Crime Prevention Department and Deputy Head of the Special Investigation Team, to coordinate with the Quang Ninh Border Guard Command and the Hai Hoa Border Guard Post - Quang Ninh Border Guard Command to solve the case.
At exactly 8:30 AM on May 11th, in the area under the jurisdiction of the Hai Hoa Border Guard Post (Quang Ninh province), the task force caught two suspects red-handed: Vi Thi Hoa (born in 1991, birthplace: Muong Ngoc commune, Que Phong district; permanent residence: Na Ca village, Que Son commune, Que Phong district, Nghe An province) and Lo Thi Ty (born in 1984, birthplace: Kim Tien commune, Tuong Duong district; permanent residence: Khe Quynh village, Xieng My commune, Tuong Duong district, Nghe An province) while they were attempting to cross the border to smuggle three women into China to be sold into prostitution. The task force rescued three victims: Lim Thi Ngoc (born in 1981) residing in Chau Nga, Que Phong district; Lo Thi Chau (born in 1984) and Lo Thien Long (born in 1993), both residing in Ngoc Lam commune, Thanh Chuong district.
During questioning at the investigative agency, both Hoa and Ty confessed to having trafficked numerous naive young victims to China. On average, for each successful trafficking, they earned approximately 15,000 yuan, equivalent to 50 million Vietnamese dong.
