Human trafficking ring with labor export fraud
(Baonghean) -On April 13, 2013, Vi Thi Hoa - also known as Yen - residing in Que Son commune (Que Phong) went to Ngoc Lam commune (Thanh Chuong) to connect with Lo Thi Ty (residing in Xieng My commune, Tuong Duong) to recruit young women to work in China with a salary of 10 million - 15 million VND/month, the main job being sales. Immediately, a woman in Ma village, Ngoc Lam commune agreed to follow Hoa and Ty to work abroad with a "high salary". Because there were still "few goods", Hoa assigned the recruitment to Ty and promised that when there were 3 - 5 people, she would contact Hoa to go down and complete the "going abroad" procedures.
On April 23, after being contacted by Lo Thi Ty, Vi Thi Hoa went to Ngoc Lam commune to "complete procedures" for 4 women in the area to go abroad to work. Hoa asked the 4 women to provide some personal documents and made an appointment with Ty that when the procedures for some people in Que Phong and Tuong Duong districts were completed, she would contact Ty to take the 4 people to Vinh city to go to Mong Cai (Quang Ninh) and from there to China.
However, Hoa and Ty's actions could not overcome the vigilance of the people and the reconnaissance and investigation skills of the authorities. The Drug Crime Prevention Department reported to the Nghe An Border Guard Command and the Drug Crime Prevention Department (Border Guard Command) to propose establishing a Project with the code name "315L" to effectively combat human trafficking rings.
On May 10, the Nghe An Border Guard Command sent a working group consisting of special detectives from the Anti-Terrorism Department, the anti-crime force of Ngoc Lam Border Guard Station, led by Lieutenant Colonel Hoang Ngoc Manh - Deputy Head of the Anti-Terrorism Department, Deputy Head of the Special Case Committee, in coordination with the Quang Ninh Border Guard Command and Hai Hoa Border Guard Station - Quang Ninh Border Guard to solve the case.
At exactly 8:30 a.m. on May 11, at the Hai Hoa Border Guard Station (Quang Ninh), the crime-fighting force caught red-handed two subjects: Vi Thi Hoa (born in 1991, place of birth: Muong Noc commune, Que Phong district; permanent residence: Na Ca village, Que Son commune, Que Phong district, Nghe An province) and Lo Thi Ty (born in 1984, place of birth: Kim Tien commune, Tuong Duong district; permanent residence: Khe Quynh village, Xieng My commune, Tuong Duong district, Nghe An province) on their way to cross the border to bring 3 women to China to sell to prostitution dens. The working group rescued 3 victims: Lim Thi Ngoc (born in 1981), residing in Chau Nga, Que Phong district; Lo Thi Chau (born in 1984) and Lo Thien Long (born in 1993), both residing in Ngoc Lam commune, Thanh Chuong district.
At the investigation agency, Hoa and Ty both confessed that they had taken many young, gullible victims to China. On average, for each person who successfully went, these subjects earned about 15,000 yuan, equivalent to 50 million Vietnamese Dong.
