Provincial People's Council hotline received over 70 petitions from voters

On July 12, the 9th session of the Provincial People's Council, term 2016 - 2021, the Provincial People's Council continued to receive 14 opinions from voters via the online hotline related to many concerns and problems.
6 recommendations on land and compensation for site clearance:
-Constituent Nguyen Van Son (Giang Son Dong commune, Do Luong district) reported that Do Luong Forestry One Member Co., Ltd. has not yet handed over the land area to the locality for management to hand over to the people for production according to the policy of rearranging and innovating the activities of agricultural and forestry companies. Propose that the Provincial People's Committee direct Do Luong Forestry One Member Co., Ltd. to hand over the land soon so that the people have land for production.
- Voter Le Thi Thu Giang (Quan Bau ward, Vinh city) reported that at the end of 2018, hundreds of land lots in block 7, Quan Bau ward were auctioned to people but the price was not determined in the land price list for the period 2015 - 2019 of Vinh city. Requesting the authorities to consider and add to the price list so that people can fulfill their financial obligations in civil transactions.
- Voter Hoang Thai Viet Anh (No. 182, Nguyen Sy Sach Street, Vinh City) reported that her family submitted an application for a land use right certificate in Hamlet 10, Nghi Lien Commune, Vinh City in 2015 but it has not been implemented yet. Request Vinh City People's Committee to promptly resolve this for her family.
-Voter Nguyen Ba Ha (Kim Lien commune, Nam Dan district) reported that 12 households had planned to move out of Chung mountain area in Lam Nghiep hamlet to Mau 6 hamlet since 2012 but so far it has not been implemented. Requesting all levels and sectors to promptly resolve the issue to stabilize the lives of the people.
-Voter Nguyen Xuan Hong (Hung Tay commune, Hung Nguyen district) requested the authorities to issue a certificate of forestry land use rights for the area of his family's farm that he used before October 15, 1993.
-Voter Nguyen Van Ngo (Long Son commune, Anh Son district) reported that some households bought land on Highway 7, in Hamlet 1, Long Son commune since 1994 but have not been granted land use right certificates. Request to resolve this issue for the people soon.

2 recommendations on policies and regimes:
-Constituent Nguyen Van Duong (Trung Do ward, Vinh city) reported that he previously worked as an expert in the Lao People's Democratic Republic but has not yet received a one-time subsidy according to Decision No. 53/2013/QD-TTg of the Prime Minister. The Provincial People's Committee is requested to direct departments and branches to resolve the policy for him according to current regulations.
- Voter Ngo Kim Hung (Tay Thanh Secondary School, Yen Thanh District) reported that he has participated in social insurance since 1997 until now, but there was a period from 2000 - 2005 that was not counted as social insurance because he had a degree in geological engineering but was teaching. It is requested that he be allowed to pay additional social insurance for the above period to add up the time of participating in social insurance.

4 Recommendations on construction and transportation:
-Voter Nguyen Truong Lam (Nghi Phu commune, Vinh city) reflected that the project to expand Mai Lao Bang street has been in the plan for many years, but has not been implemented yet, making it impossible for people to build new houses, renovate houses or conduct land transactions. He requested that the province and city pay attention to implementing it soon to ensure the rights of the people.
-Voter Nguyen Hong Toan (room 1103, Vinaconex 9B Apartment, Hamlet 19, Nghi Phu Commune, Vinh City) reported that households have lived here for 10 years and have fulfilled all financial obligations but have not been granted land use right certificates. Request Vinh City People's Committee to promptly resolve this issue for the people.
-Voter Dao Cong Linh (Nghia Hanh commune, Tan Ky district) reported that the construction of the road section to the center of Phu Son commune, Tan Ky district has been halted due to lack of funds. He requested the Provincial People's Committee to direct and allocate funds to help complete this road section soon, creating convenience for people to travel.
-An anonymous voter in Quang Phuc block, Hung Phuc ward, Vinh city reported that construction works in Quang Phuc block such as cultural houses, traffic roads... do not ensure quality; financial transparency is not available for people to know and monitor.
2 other recommendations:
-Voter Phan Sy Canh (Trang Son commune, Do Luong district) proposed to invest in building a universal crematorium in Nghe An province, creating conditions for people not to have to go to other provinces to cremate their loved ones when they pass away.
-Voter Tran Van Nhung (Xuan Lam commune, Nam Dan district) reported that at Lieu market (bordering Hung Nguyen and Nam Dan districts), there is a business that rents 2 sand and gravel wharfs to exploit, causing sand dust in the summer, affecting people and damaging the protective reefs along Lam River, requesting that authorities at all levels step in to inspect and handle the situation.
Based on the voters' recommendations, at the meeting, Vice Chairman of the Provincial People's Council Hoang Viet Duong accepted all opinions and affirmed that with his responsibility, the Standing Committee of the Provincial People's Council will forward voters' opinions and recommendations via the online telephone line and the complaints, denunciations and recommendations at the 9th session of the Provincial People's Council to the agencies for consideration and settlement according to their authority. The Standing Committee of the Provincial People's Council also requested the Provincial People's Committee, departments, branches and People's Committees of districts, cities and towns to actively resolve the recommendations and feedback and promptly respond to voters.
After 2 and a half days of the 9th session of the Provincial People's Council for the 2016-2021 term, through the hotline, the Provincial People's Council received a total of nearly 70 voters calling the online hotline at the session to reflect and make recommendations on more than 70 issues related to the fields of land management, site clearance, environmental protection, construction investment, transportation, industry and trade, education, health care, policies, etc.
The citizen reception department at the meeting received 8 citizens and received 8 complaints, denunciations, recommendations and reflections.
