The drivers who specialize in driving tankers transporting gasoline to large depots in Ho Chi Minh City will stop at pre-arranged locations, remove the seals, and siphon off the gasoline to sell illegally. They then mix impurities into the tanks to make up the quantity, reseal them, and deliver them to gas stations in Ho Chi Minh City and other provinces and cities.

On the afternoon of March 9, detectives from the Criminal Police Department, Ministry of Public Security caught driver Vo Suong, assistant driver Tran Thanh Quy, Doan Anh Dung and another person breaking the seal and releasing the fuel valve on tanker 51D-084.24 near Cat Lai petroleum depot (Cat Lai ward, District 2, Ho Chi Minh City).

Also at this vacant lot, there are many motorbikes carrying plastic cans to collect stolen gasoline to be sold elsewhere.

Through quick investigation, the suspects confessed to colluding with tanker truck drivers to steal gasoline when transporting goods from Cat Lai port. Each 30-liter can was bought for VND320,000 (oil) and VND400,000 (gasoline) and resold for VND400,000 and VND500,000, respectively.

Through investigation, the drivers who specialize in driving tankers transporting gasoline to large warehouses in Ho Chi Minh City will stop at pre-arranged locations, remove the seals, and illegally sell gasoline. To avoid detecting the loss of gasoline, the tanker drivers mix impurities into the tank to make up the quantity, reseal the seals, and deliver them to gas stations in Ho Chi Minh City and other provinces and cities.

It is known that this is a special project of the Criminal Police Department of the Ministry of Public Security with the support of a group of investigative reporters from VTV24.

The Ministry of Public Security has detained more than 30 people from three different groups. Most of them are drivers of petrol tankers.

Previously, in early 2015, the Criminal Police Department of the Ministry of Public Security discovered a network of embezzlement of special fuel for aircraft. This network was determined to have collusion between employees of an airline and subjects outside of society.

The Ministry of Public Security said it is expanding the investigation into this large-scale gasoline theft ring.
