The North-South high-speed railway will begin construction at the end of 2027.
The high-speed rail project is expected to commence construction at the end of 2027; the goal is to essentially complete the entire line by 2035.
On the afternoon of November 30th, at its 8th session, the National Assembly voted to approve a resolution on the investment policy for the high-speed railway project on the North-South axis, with 443 out of 454 participating National Assembly deputies voting in favor.
The goal is to build a high-speed railway line to meet transportation needs, contribute to restructuring the transportation market share on the North-South corridor in an optimal and sustainable manner, and create a foundation and impetus for socio-economic development, while ensuring national defense and security.
The project starts in Hanoi (Ngoc Hoi station) and ends in Ho Chi Minh City (Thu Thiem station). The total length of the main line is approximately 1,541 km, passing through 20 provinces and cities including: Hanoi, Ha Nam, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, and Ho Chi Minh City.
The investment scale includes the construction of a new double-track railway line with a gauge of 1,435 mm, a design speed of 350 km/h, and a load capacity of 22.5 tons per axle; the construction of 23 passenger stations and 5 freight stations; a high-speed railway for passenger transport, meeting dual-use requirements for national defense and security, and capable of transporting goods when necessary.
The project applies advanced and modern technology, ensuring safety, consistency, quality, and efficiency. The application of high technology in construction organization and adaptation to climate change is encouraged.
The project utilizes rail-based railway technology commonly used worldwide; EMU (Electronic Motor Unit) distributed propulsion train technology; and signaling systems equivalent to those currently in use in countries operating high-speed rail.
The preliminary total land requirement for the project is approximately 10,827 hectares, including about 3,655 hectares of rice paddy land, about 2,567 hectares of forest land, and about 4,605 hectares of other land types as stipulated by land law. The number of people to be resettled is approximately 120,836.
The preliminary total investment for the project is VND 1,713,548 billion (USD 67.34 billion) in the form of public investment, funded by the State budget allocated in the medium-term public investment plan.
The National Assembly has finalized the project implementation schedule starting in 2025, aiming for basic completion by 2035. Specifically, according to the Government's submission, the project will have a feasibility study report prepared in 2025-2026, construction will commence at the end of 2027, and the entire route will be basically completed by 2035.
Also on the afternoon of November 30th, the National Assembly voted to pass the Data Law; the Electricity Law (amended); and the Resolution on piloting the implementation of commercial housing projects through agreements on land use rights or existing land use rights.
