North-South high-speed railway to start construction in late 2027

The high-speed railway project is expected to start construction in late 2027 and strive to basically complete the entire route in 2035.

On the afternoon of November 30, at the 8th Session, the National Assembly voted to pass a resolution on the investment policy for the high-speed railway project on the North-South axis with 443/454 National Assembly deputies participating in the vote in favor.

The goal is to build a high-speed railway to meet transportation needs, contribute to restructuring the transportation market share on the North-South corridor in an optimal and sustainable manner, create the premise and driving force for socio-economic development, and ensure national defense and security.

The project starts in Hanoi (Ngoc Hoi station); ends in Ho Chi Minh City (Thu Thiem station). The total length of the main line is about 1,541 km, passing through 20 provinces and cities including: Hanoi, Ha Nam, Nam Dinh, Ninh Binh, Thanh Hoa, Nghe An, Ha Tinh, Quang Binh, Quang Tri, Thua Thien - Hue, Da Nang, Quang Nam, Quang Ngai, Binh Dinh, Phu Yen, Khanh Hoa, Ninh Thuan, Binh Thuan, Dong Nai, Ho Chi Minh City.

Scale of investment in construction of new double-track railway, gauge 1,435 mm, design speed 350 km/h, load capacity 22.5 tons/axle; construction of 23 passenger stations, 5 freight stations; high-speed railway for transporting passengers, meeting dual-use requirements for national defense and security, and can transport goods when necessary.

The project applies advanced and modern technology, ensuring safety, synchronization, quality and efficiency. Encourage the application of high technology in construction organization, adapting to climate change.

Applying rail technology commonly used in the world; train technology using EMU distributed power; signal information equivalent to the system currently used in countries operating high-speed railways.

The total land use requirement of the project is approximately 10,827 hectares, of which rice land is approximately 3,655 hectares, forestry land is approximately 2,567 hectares and other types of land according to the provisions of the land law are approximately 4,605 ​​hectares. The resettled population is approximately 120,836 people.

The preliminary total investment of the project is 1,713,548 billion VND (67.34 billion USD) in the form of public investment with capital from the State budget allocated in the medium-term public investment plans.

The National Assembly finalized the project implementation progress from 2025, striving to basically complete it by 2035. Specifically, according to the Government's Proposal, the project will have a feasibility study report prepared in 2025 - 2026, start construction at the end of 2027, and strive to basically complete the entire route by 2035.

Also in the working program on the afternoon of November 30, the National Assembly voted to pass the Data Law; the Electricity Law (amended); and a Resolution on piloting the implementation of commercial housing projects through agreements on receiving land use rights or having land use rights.
