Nghe An National Assembly Delegate proposes adding a high-speed railway station between Thanh Hoa station and Vinh station
Delegate Thai Thi An Chung proposed adding one more station on the North-South high-speed railway line between Thanh Hoa station and Vinh station.
On the afternoon of November 20, the National Assembly discussed in the hall the investment policy for the high-speed railway project on the North-South axis. Vice Chairman of the National Assembly Nguyen Duc Hai chaired the meeting.

Discussing this content, delegate Thai Thi An Chung - Member of the Provincial Party Executive Committee, Deputy Head of the National Assembly Delegation of Nghe An agreed with the project investment policy in the context that Vietnam's current railway transport system is too old and outdated, accounting for only a small market share in passenger and freight transport.
Delegates said that according to the Government's report in 2023, the railway industry's passenger turnover market share is only 1.07%, and that of goods is only 0.91%.
Passenger transport is currently mainly by road, while according to delegates, this mode of transport is fast and convenient but has many potential risks of traffic accidents.
In the first 9 months of 2024, there were 17,836 traffic accidents nationwide, killing 8,114 people and injuring 13,385 people, of which 17,687 were on roads (accounting for 99.1%), killing 8,016 people (accounting for 98.8%) and injuring 13,354 people (accounting for 99.7%).

Regarding the scale of investment, the delegate of Nghe An agreed with the Government's proposal to invest in a new double-gauge railway line with a length of 1,541 km, electrification, and a design speed of 350 km/h.
However, Ms. Thai Thi An Chung proposed adding 1 more passenger station between Thanh Hoa andVinh station,specifically in Hoang Mai town (Nghe An) or Nghi Son town (Thanh Hoa).
The reason is because the average distance between stations on the line is 67km; however, from Thanh Hoa station to Vinh station is 130km. Meanwhile, Nghe An and Thanh Hoa are the two provinces with the largest area in the country, with a population second only to Ho Chi Minh City and Hanoi. These are also the two provinces with a large workforce working in the northern and southern provinces.
"IfAdd 1 more station in Hoang Mai or Nghi SonThere will be many advantages, including being able to connect transportation through the deep-water port of Dong Hoi (Hoang Mai) and Nghi Son; and being able to connect with the western road, the coastal road of Nghe An and Thanh Hoa," said delegate Thai Thi An Chung, adding that Hoang Mai town is currently a type IV urban area and is striving to become a type III urban area by 2027, while Nghi Son town is currently a type III urban area.

The investment in Hoang Mai/Nghi Son station is consistent with the regional development and regional linkage orientation mentioned in the Party's Resolutions as well as the National Assembly's Resolution on the National Master Plan for the period 2021 - 2030, with a vision to 2050.
Although the draft Resolution on investment policy for the North-South high-speed railway project stipulates: “During the operation and exploitation process, based on proposals from localities, the Prime Minister decides to invest in additional station locations in urban areas with high transportation demand”; however, delegate Thai Thi An Chung suggested that this should be added from the beginning so that the implementation will be smooth and the highest efficiency of the North-South high-speed railway will be promoted.

The investment policy for the high-speed railway project on the North-South axis was submitted by the Government to the National Assembly for consideration on November 13.
According to the Government's proposal, the high-speed railway route passes through 20 provinces and cities; the route length is about 1,541 km. The starting point is Ngoc Hoi station in Thanh Tri district, Hanoi city; the end point, for passenger trains, is Thu Thiem station in An Phu ward, Thu Duc city, Ho Chi Minh city, for freight trains, is Trang Bom station, Dong Nai province.
The high-speed railway route passes through 20 provinces and cities with a total length of about 1,541 km, including 23 passenger stations, 5 freight stations and 4 freight train depots.
On the route, it is planned to arrange 5 depots for passenger trains in Hanoi, Nghe An, Da Nang, Khanh Hoa and Ho Chi Minh City. Of these, there are 3 passenger train depots combined with major repair areas at Ngoc Hoi (Hanoi); Da Nang and Long Truong (Ho Chi Minh City) and 2 passenger train depots without major repair areas at Vinh and Nha Trang stations.
It is planned to build 45 infrastructure maintenance facilities on the route, including 5 locations located at the same location as the depot.
With the arrangement of 23 passenger stations, the average distance between stations is about 67 km. This is a suitable distance for the design speed of 350 km/h, suitable for the practical conditions of localities and world experience (with a speed of less than 250 km/h, the average distance between stations is about 30-50 km; with a speed of over 300 km/h, the distance between stations is about 50-70 km).
