On the route, many black spots for accidents have appeared when the progress of the National Highway Upgrade Project through the area is too slow, the drainage ditches have not been cleared for a long time, causing congestion and becoming stagnant ponds.

On the route, many black spots for accidents have appeared when the progress of the National Highway Upgrade Project through the area is too slow, the drainage ditches have not been cleared for a long time, causing congestion and becoming stagnant ponds.

On the occasion of celebrating 1,000 years of Thang Long - Hanoi, the section of Highway 1A from Nghi Lien Commune to Quan Banh intersection was named "Thang Long Road". The entire long stretch of road has almost no sidewalks or drainage ditches, except for the section through Hamlet 13 and Hamlet 14, Nghi Kim Commune. Some locations have drainage ditches but they have not been cleared for a long time, so the National Highway has become a "navel" of stagnant water. As a route with a high volume of vehicles, every time a vehicle passes, water splashes everywhere. In order to avoid getting dirty water, many motorbikes are forced to avoid and encroach on the other lane.

Mr. Tuyen - a worker at a company located next to National Highway 1A said that he has been working here for more than 4 years and has witnessed countless accidents. The lightest is collision, the most serious is death. The narrow road has not been upgraded, there is a bus stop on the side of the road, not far away is a garbage dump, the garbage truck is blocking the narrow road, becoming a very dangerous traffic jam. There was a car that crashed into a garbage truck for quite a distance. Recently, because the road was narrow and it was almost dark, a young man crashed straight into a garbage truck on the side of the road and died on the spot. "In the recent past, there was an upgrade project (adding an average layer of 7cm of carpet), then during the management process, the management unit (Company 470) regularly maintained and repaired it. However, because it was not synchronized with other items, the traffic safety situation has not improved." - Mr. Tuyen said.


It is known that the Investment Project for Construction of Works: Renovation and Upgrading of National Highway 1A, Quan Hanh (Km451+00) - Quan Banh (Km458+00), Nghe An Province was approved by the Ministry of Transport in Decision No. 650 dated March 17, 2010 with a route length of 8.5 km. Of which, the section through Vinh City is 7.04 km long (including Nghi Lien commune 3.64 km and Nghi Kim commune 3.4 km), with an average road width of 10 - 12m. However, due to the inventory of the current status as well as the investigation of land origin and the finalization of the plan, the slow preparation of detailed planning for the resettlement area has affected the progress of the project.


An officer of the Project Management Board (Nghe An Department of Transport) said: Currently, the work of setting up stakes for land acquisition, approving extracts, and measuring cadastral maps has reached 100% but is stuck due to land acquisition and capital sources. Because the city's land acquisition officers are in charge of many projects; the origin of land over the periods has changed a lot, causing difficulties for the examination and verification work. To eliminate black spots of traffic accidents as well as create a clean and beautiful urban environment right at the gateway to the city, it is recommended that all levels, sectors, and local authorities speed up the progress of construction items. It is recommended that the Ministry of Transport allocate enough capital to implement the entire project simultaneously, and soon put the National Highway 1A Upgrading Project into use.
