Before working with the District People's Committee in the afternoon, in the morning the working delegation spent time directly supervising vocational training and job placement at the Economic - Technical Vocational College; Nguyen Nghia Company Limited and the People's Committee of Luu Son commune.

Currently, the vocational training network of Do Luong district is established from the district to communes and towns, including 2 vocational training facilities; Continuing Education Center, District Political Education Center and 33 community learning centers at the commune level. Vocational training is increasingly expanding in scale, diversifying in form and occupational structure. Vocational training in the district is mainly focused on intermediate and primary vocational training; for rural workers; vocational training for junior high school students; vocational training according to the needs of enterprises and vocational training for labor export workers. Thanks to that, the rate of workers receiving vocational training has increased year by year, from 22.3% (2011) to 35.5% (2014). Because vocational training is linked to the training needs of learners, the number of workers with jobs after vocational training accounts for a fairly high proportion.

However, the current difficulty is that the number of workers receiving vocational training is lower than the training target assigned by the province, the main reason is that learners do not like to learn a trade. Vocational training has not created a link between vocational training facilities and production facilities and enterprises; training orientation is not close to the labor needs of the market. Socialization of investment resources for vocational training has not been much. The district is also still confused in vocational training, mainly training based on the plan assigned by the province.

After listening to the members of the monitoring delegation give their opinions to clarify the difficulties and shortcomings in vocational training work in the district,Ms. Ton Thi Cam Ha - Deputy Head of the Culture - Social Committee of the Provincial People's Council, said that the district and training establishments need to determine the scale of training and training occupations to focus on investing in staff, facilities, and equipment to meet the requirements; at the same time, strengthen links with production establishments and enterprises to provide training with addresses, on the one hand, linked to the economic development orientation of the district to solve employment after vocational training. The district also needs to strengthen state management in the field of vocational training, towards the ultimate goal of creating jobs and stable income for workers.
