- It is true that there are 4 levels of government, in which the commune, ward and town levels are called the grassroots level, but that does not mean that we should think that this is the lowest and smallest level. In my opinion, this should be understood as the level closest to the people, dealing with the most specific and direct work with the majority of the people.
- I remember, there was a time when grassroots cadres were given the least attention in terms of care, training and development. The phenomenon of using “patchwork” cadres, working today and retiring tomorrow, serving as cadres this term and returning to work the next term, was a reality. Among many reasons, I think that limitation is due to an incorrect assessment of the importance of the grassroots level. If grassroots cadres are not trained systematically, not according to standards, and do not have appropriate salary and allowance regimes, it will be difficult to have a team of grassroots cadres with quality equal to the requirements of the people and the grassroots.
- I think like this, every level is important, but the grassroots level must be given more importance because it is the level closest to the people, in contact with the people every day. The grassroots political system is the most concrete and vivid image of the political system in general. For the people, through the image of cadres of the Party Committee, government, and grassroots organizations, they think about the image of the Party, the State, the Fatherland Front, and political organizations.
- That's right! If there are good grassroots cadres, there will be good movements, people will trust the Party, and obey State laws well. But where there are people in the cadre team who are weak in both talent and morality, there will be people who have lost trust in the Party and do not actively obey State policies and laws.
- I am very happy that the grassroots political system is currently receiving attention and is constantly being strengthened and standardized. Policies and regimes for grassroots cadres are also gradually being implemented more satisfactorily.
- That's right, everyone needs to have the right concept that the grassroots level is the level closest to the people, not the lowest and smallest level. From there, we need to pay attention to, train and improve the quality of the grassroots cadre team, to meet the requirements of the people and of reality.
