Attending the event were leaders of the Provincial Military Command, departments, affiliated units and all officers and soldiers of Nghe An Military Command.

Before the ceremony, leaders of the Provincial Military Command, representatives of departments and affiliated units offered flowers and reported their achievements to Uncle Ho at Ho Chi Minh Square, and offered incense at the Memorial and graves of heroic martyrs at Vinh City Martyrs' Cemetery.

During the 69 years of construction, fighting and growing up, going through 2 resistance wars against invaders and wars to protect the Fatherland, performing international missions, both fighting and building, Nghe An Armed Forces have been honored by the Party and State with the title of Hero of the People's Armed Forces. There are 155 collective units of local troops, militia and self-defense forces, 69 officers and soldiers who have been awarded the title of Hero of the People's Armed Forces by the State. In November 2001, the Quy Tap Group was awarded the title of Hero of the People's Armed Forces in the period of renovation by the State. In addition, Nghe An Armed Forces have been honored with many other noble awards by the Party and State, the Party Committee - Command of Military Region 4, the Provincial Party Committee and the Provincial People's Committee.

Promoting the tradition of the past 69 years, in the coming time, Nghe An Military Region will continue to thoroughly grasp the guidelines and viewpoints of the Party, State, Army, Military Region on local military and defense tasks, build strong and comprehensive military agencies at all levels; closely coordinate with agencies, departments, organizations and people to build and maintain a solid national defense posture, participate in building a safe area, and effectively contribute to the socio-economic development of the locality.
