Meeting - discussion "Nghe An integration and development"

(Baonghean) -On the morning of September 9, 15 delegations of embassies and international organizations, representatives of the Ministry of Foreign Affairs, a number of ministries, departments and central agencies participated in the meeting and discussion program "Nghe An integration and development" organized by the Provincial People's Committee in Vinh City.

Attending the program, on the side of Nghe An province, there were comrades: Phan Dinh Trac - Member of the Party Central Committee, Secretary of Nghe An Provincial Party Committee, Ho Duc Phoc - Deputy Secretary of the Provincial Party Committee, Chairman of Nghe An Provincial People's Committee, comrades in the Provincial Party Committee Standing Committee, leaders of provincial departments, branches, districts, cities in the province, universities and a number of domestic and foreign enterprises.

At the meeting, Chairman of the Provincial People's Committee Ho Duc Phoc gave an overview of the geographical location, socio-economic development situation of Nghe An; favorable conditions for developing industry, high-tech agriculture, trade, tourism, education and training and healthcare.

Along with Vietnam's economic and international integration policy, in recent years, Nghe An's socio-economic development has continued to be relatively comprehensive. The average GDP growth rate in 2006-2010 reached 9.54%. The economic structure has shifted in a positive direction: services - industry - agriculture - forestry; culture - society has increasingly progressed, the political situation is stable, national defense and security, social order and safety are maintained, social security activities are taken care of and have many changes; the material and spiritual life of the people has gradually improved.

Mobilizing total social investment capital has achieved good results, in which attracting direct investment outside of FDI, ODA, NGO and domestic enterprises accounts for a significant proportion. Regarding attracting direct investment, from 2006 to August 2011, Nghe An had 332 projects/107,481.78 billion VND, of which 23 FDI projects/21,483.78 billion VND were granted investment certificates (compared to 103 projects/27,843 billion VND in the period 2001-2005, the number of projects increased 3.2 times, registered capital increased 3.86 times). In the province, there are currently 19 ODA projects being implemented with an investment level of about 180 million USD, of which the disbursement is estimated at 110 million USD. In addition, Nghe An is in the process of mobilizing investment for 8 other projects.

In the period of 2011-2015, Nghe An province's capital demand is about 2 billion USD, focusing on the following areas: Agricultural development, new rural construction, combined with poverty reduction, building synchronous economic infrastructure in a modern direction, strengthening institutional capacity and developing human resources, transferring technology, improving research and development capacity. Nghe An has potential. In the coming time, in the orientation of socio-economic development of the province, Nghe An continues to consider attracting FDI and mobilizing ODA resources as resources that play an important role in socio-economic development.

The task set out in the work of attracting investment is to continue to improve the transparent and open investment and business environment, reform administrative procedures and implement synchronous solutions, determined to mobilize and attract investment into Nghe An quickly, in large quantities and effectively, contributing to achieving the economic growth target, ensuring social security and environmental sustainability to strive to make Nghe An a fairly developed province in the Northern region by 2015, and an industrial province by 2020. With that spirit, Nghe An hopes to continue to receive the attention, support and cooperation of central agencies and international organizations, sponsors and businesses.

At the meeting, the delegates had many opinions to learn from the Ambassadors of foreign investors about the potential advantages, policies and mechanisms of the province such as: Australia, Japan, USA, Korea, Germany, Finland, UK, Canada, Asian Development Bank ADB... This meeting is very important, an opportunity for the Ambassadors of the countries to have investment policies, support cooperation in various fields in Nghe An, especially ODA funding sources from countries, international organizations and increase FDI investment of foreign enterprises in Nghe An.

In his closing speech at the Seminar, Comrade Phan Dinh Trac - Secretary of Nghe An Provincial Party Committee acknowledged, highly appreciated and thanked the sentiments, attention, help and support of Ambassadors, investors, and banking organizations that have invested and helped Nghe An in the past time. The Secretary hoped that in the coming time, Nghe An would continue to receive the attention of Ambassadors, businesses, and investors inside and outside the province, helping Nghe An develop quickly and firmly in the coming time.
