Urgently resolve problems to hand over clean land for North-South Expressway
(Baonghean.vn) - Localities with the North-South Expressway passing through are urgently resolving problems to soon complete the handover of clean land to construction units.
Road projectNorth-South ExpresswayThe section passing through Nghe An province is about 87.84 km long, including 2 sub-projects: Nghi Son - Dien Chau sub-project and Dien Chau - Bai Vot sub-project, passing through Hoang Mai town and 5 districts: Quynh Luu, Yen Thanh, Dien Chau, Nghi Loc and Hung Nguyen. Of which, 79.31 km passes through agricultural land; 8.53 km passes through residential areas, forcing resettlement for about 606 households.
Although the deadline for handing over the clean site for the project has been postponed many times, there are still problems related to land acquisition from the people that need to be resolved. To ensure the progress of handing over the site as assigned by the Chairman of the Provincial People's Committee, and at the same time not to slow down the construction progress of the project as required by the Government, currently, localities along the entire expressway route passing through Nghe An are continuing to urge the resolution.

In Hoang Mai town, the expressway passes through Quynh Vinh commune (4.62 km long) and Quynh Trang commune (5.365 km long) with a total length of 9.985 km. Of which, the section through agricultural land is about 8.985 km and through residential areas is 1 km long. The total affected land area is about 82.49 ha, of which Quynh Vinh commune is affected 41.04 ha and Quynh Trang 40.56 ha. There are 1,518 households affected, including residential land and agricultural land, of which Quynh Vinh commune has 807 households, Quynh Trang commune has 711 households.

Up to now, in this locality there are still 3 households with residential land located on thehighway corridorThe land has not been handed over yet. According to Mr. Pham Van Hao - Vice Chairman of Hoang Mai Town People's Committee, the locality has decided to enforce against these 3 households, and will carry out enforcement in the coming time. In addition, there are more than 10 households with land located on the highway's access road. Currently, Hoang Mai Town People's Committee is asking for approval from relevant departments and branches to extract, separate plots and prepare compensation records.

According to Mr. Hao, the deadline of May 20, 2022 that the Provincial People's Committee Chairman assigned to Hoang Mai Town to complete the land acquisition for households on the route and on the service road is too urgent and very difficult to implement. The town's viewpoint is that it will not wait for a one-time settlement, but will first enforce the 3 households on the expressway, then continue to dialogue, close the file and resolve each household if all conditions are met.

Also on the Nghi Son - Dien Chau route, currently the section through Dien Doai and Dien Yen communes (Dien Chau), although the deadline has passedsite handoverclean as required by the Provincial People's Committee (May 10, 2022), however, up to now, many households are still affected, both on the highway and the overpass area at the intersection of National Highway 48 with the highway that has not been resolved. Of which, there are 8 households on the highway that are eligible for resettlement but due to problems with compensation prices for land acquisition and clearance, it has not been completed.

There are 4 households north of the QL48 overpass whose land was partially recovered. However, due to the large recovered area, the resettlement land is only limited to 300 m2.2return, the rest is paid in cash, however, due to the recent increase in rural land prices, many households have not agreed to hand over the land. In addition, there are a number of households in Dien Yen commune whose aquaculture land has been affected but have not been compensated... Not to mention that there are currently 16 households at both ends of the overpass at the intersection between National Highway 48 and the highway, although not subject to relocation, the people have submitted a petition to the local authorities to be relocated because the overpass is blocking their houses...
Mr. Phan Xuan Vinh - Vice Chairman of Dien Chau District People's Committee said: The district has just approved the price for households located in the highway corridor, and will soon hand over resettlement land to households. As for the remaining cases, the district has also worked with communes and related units to resolve the situation at the scene. Due to design changes and the addition of some underpasses on the route, the area has increased.

Besides the Nghi Son – Dien Chau section, at the Dien Chau – Bai Vot section in Hung Nguyen district, there are still many households that, although have signed documents and received compensation, have not yet demolished their houses to hand over the site to the construction contractor.
Mr. Hoang Anh Tien - Vice Chairman of Hung Nguyen District People's Committee said: Currently, the district is coordinating with communes to actively urge households to promptly dismantle constructions on the route to hand over clean land to the construction contractor.

Mr. Tien also said that in areas where land is available, contractors must also carry out construction quickly to avoid cases where land has been cleared but construction has not yet begun, causing frustration among the people.
In addition, almost all districts are stuck with high-voltage, medium-voltage, and low-voltage power systems and technical infrastructure works on the highway, along with many graves that have not been relocated. Localities are also urgently mobilizing people to relocate as soon as possible./.
