COOPERATION GOAL:

1. Step by step, build Nghe An province into a province with an advanced model in applying science and technology, especially developing Information Technology - Telecommunications, improving the efficiency of economic - social management, national defense - security of the province; providing full and timely public administrative services to businesses and people; applying achievements in information technology - telecommunications in the fields of health, transportation, investment, land, tourism, education and training, national defense - security, etc.

COOPERATION CONTENT:

1. Building the e-Government system of Nghe An province

1.1. FPT Corporation supports the People's Committee of Nghe An province to build a master plan on e-Government system for Nghe An province; commits to providing the best resources, intelligence and experience in the field of applying Information Technology - Telecommunications to build a complete master plan ensuring technical quality and progress.

1.2. The time to complete the development of the Master Plan shall not exceed 3 months from the date of signing this Strategic Cooperation Agreement.

1.3. Cooperation method:

- FPT Corporation provides free services to build the overall project of e-Government system for Nghe An province;

- When selected by Nghe An province as the investor to build the province's e-Government system, FPT Group committed to completing the construction according to the approved project schedule;

- Payment terms will be discussed by the Provincial People's Committee in the economic contract for implementation.

2. Cooperation in the field of e-Health:

2.1. Nghe An Provincial People's Committee (directly the Health sector) coordinates with FPT Group to survey and evaluate the current status of information technology application in the health sector to develop a comprehensive project on information technology application for the health sector (from the Department of Health to hospitals, medical facilities, etc.) in the province, in order to provide the fastest and most effective health services to the people, soon making Nghe An one of the first provinces to successfully apply the Digital Hospital model in Vietnam.

2.2. Cooperation method:

* Based on the common standards and regulations of the Ministry of Health, FPT Group builds and provides e-Health services, including:

- Providing comprehensive Digital Hospital solutions for hospitals in Nghe An province.

- Building links between hospitals in the province based on the Digital Hospital technology platform.

- Apply electronic medical records system according to unified standards among hospitals in the province.

- Together with Hospitals and Medical Centers in the province, establish a chain of Centers to provide community health care and management services, aiming at the goal of comprehensive health care for the people.

* Within the legal framework, Nghe An Provincial People's Committee directs relevant departments, branches and units to coordinate well with FPT Group to survey, evaluate the current situation and develop a project for implementation according to schedule.

2.3. Investment method: Socialization, hospitals and FPT Corporation cooperate in investment. (Socialization; ODA capital..., provincial budget counterpart capital and FPT cooperate in investment).

2.4. Implementation progress:

- Survey and assessment of the current status of information technology in the healthcare sector: Completed in 2013.

- Deploying the construction and completion of the Electronic Health System: From 2014 - 2016.

3. Cooperation in the field of training human resources in Information Technology and Telecommunications:

3.1. The People's Committee of Nghe An province agrees in principle and creates favorable conditions (regarding school construction location, enrollment work, etc.) for FPT Corporation in implementing the opening of a Practical College Training Facility (a branch of FPT University) in Nghe An.

3.2. FPT University will open a Practical College branch in Nghe An province, in which FPT University will teach Practical College programs with majors in Information Technology to meet the demand for high-quality human resources, creating a premise for sustainable development in the application and development of Information Technology in Nghe An province.

3.3. Investment method: Socialization, FPT invests and collects tuition fees from students.

3.4. Implementation progress:

- Quarter II - 2014: Register legal procedures on investment in construction and vocational training with state management agencies of the province, to deploy investment in construction of facilities serving training.

- Quarter III - 2014: Building a team of managers and lecturers; implementing training programs for majors of the Practical College, and simultaneously implementing enrollment and career guidance.

3.5. FPT Corporation will prioritize attracting and using IT human resources trained in Nghe An.

4. Cooperation in the field of concentrated information technology industry investment.

4.1. Advise the People's Committee of Nghe An province on planning, construction and management of high-tech and information technology zones located in Vinh City, Nghe An province.

4.2. Nghe An Provincial People's Committee creates favorable conditions in terms of location and investment incentive policies for FPT Group to participate in investing in the province's concentrated information technology park to develop hardware and software manufacturing industry.
