Forged signature of Minister of Education, illegal enrollment

On the afternoon of May 17, the Inspectorate of the Ministry of Education and Training announced the results of the inspection of the joint training program of Hai Phong Medical University, in which it discovered documents with the forged signature of Minister Pham Vu Luan.

Regarding the joint training of General Practitioners between Hai Phong Medical University and Van Hien Medical and Pharmaceutical College, Chief Inspector of the Ministry of Education Nguyen Huy Bang said that the Ministry has agreed to allow Hai Phong Medical University to train 30 general practitioners, preventive medicine doctors and nursing bachelors to be used as teachers for schools in Thanh Hoa and some neighboring localities.

The target candidates include 4 students from Thanh Hoa province and neighboring localities, 18 students from Hanoi, Bac Giang, Tuyen Quang, Hai Phong, Hai Duong, Yen Bai, Thai Binh, Quang Ninh, Hung Yen provinces. However, the reality is not in accordance with the Ministry's instructions.

In addition, the list of 28 successful candidates has the photocopied signature of the Minister, the red seal of the Ministry of Education and Training, the signature and photocopied seal of the Vice Chairman of the People's Committee of Thanh Hoa province, which was confirmed by the police to have forged the signature of Minister Pham Vu Luan (violating Article 267 of the Penal Code on the crime of forging seals and documents of agencies and organizations).



The inspection results of the Ministry of Education and Training on the joint training of Hai Phong Medical University discovered many violations.

The Ministry of Education believes that this responsibility primarily belongs to Van Hien College. Hai Phong Medical University, due to its lack of responsibility, failed to detect the obvious signs of forgery in the document, leading to incorrect implementation of regulations.

A series of violations in the training cooperation between Hai Phong Medical University and other schools were also discovered. The joint training course between Thai Nguyen University of Medicine and Pharmacy and Hai Phong Medical University also did not enroll students in accordance with regulations. Specifically, the enrollment announcement was unclear, and 30 candidates from Region 3 were admitted to the wrong subjects. The content of the contract and the teaching activities of Hai Phong Medical University were assessed as being against regulations.

Regarding the intermediate level training cooperation between Van Hien Medical College and Hai Phong Medical University, the two units signed a training cooperation contract without permission from the Ministry. The 2011 enrollment and training management were not in accordance with the procedures. Hai Phong Medical University was the unit participating in the cooperation but performed the teaching task as the unit in charge of the cooperation, which is a violation of regulations.

Similarly, the training cooperation at intermediate level between Ninh Binh Medical College, Thang Long Medical College and Hai Phong Medical University also signed a training cooperation contract without permission from the Ministry of Education. Particularly, the cooperation with Thang Long Medical College did not ensure the time order of enrollment, training management still had errors such as the timetable of some classes overlapped, some teachers participating in teaching were not on the list of teachers introduced by Hai Phong Medical University.

With the above inspection results, the Inspectorate of the Ministry of Education and Training recommends ending the illegal joint training activities at the intermediate level between Van Hien Medical College, Thang Long Medical College, Ninh Binh Medical College and Hai Phong Medical University. The above schools must develop a plan to transfer students studying in joint classes to facilities with sufficient conditions to ensure quality for further training, and remedy the consequences (if any).

The Ministry also requested Thai Nguyen University of Medicine and Pharmacy to preside over and coordinate with Hai Phong University of Medicine and Pharmacy to review the subjects of joint training from intermediate to university of Pharmacy, Hai Phong University of Medicine and Pharmacy to preside over and coordinate with Van Hien Intermediate Medical and Pharmacy to review the subjects sent to train as general practitioners. In case of any unqualified candidates, the names will be removed from the student list, the rights of the learners will be resolved, the joint contract will be revised and supplemented, and the regulations for the presiding unit and the participating units will be strictly implemented.

The Ministry Inspectorate has decided to impose administrative sanctions on the above mentioned schools. The principals of these schools must organize a review of the specific responsibilities of their affiliated organizations and individuals and handle them according to the provisions of law. The People's Committees of the provinces coordinate to monitor the implementation of the above Inspectorate conclusions, and direct the review of the responsibilities of relevant collectives and individuals according to their authority.

Regarding the act of forging the signature of Minister Pham Vu Luan, the Ministry of Education requested the police investigation agency and the Ministry of Public Security to continue to clarify. Schools must carry out the inspection conclusion and send reports to the Ministry before May 10 and complete the transfer of students before June 5.
