Impersonating a Deputy Minister, Nguyen Van Ha defrauded a business director of 18.5 billion VND.

The Police Department for Investigation of Crimes on Economic Management and Positions (PC46) - Hanoi Police has just prosecuted the case of Nguyen Van Ha (born 1956, from Nam Dinh) to investigate the act of Fraudulent appropriation of property.

Initial information, Ha is unemployed. At the end of 2010, Ha "bragged" about his relationship with the Project Management Board - the investor of Vung Ang port construction (Ha Tinh). And Ha was able to get bids for this project.

Through an introduction, Ha met Mr. Do Xuan Nam - Director of Hai Minh Construction and Trading Joint Stock Company (Vinh Tuy ward, Hai Ba Trung district, Hanoi).

In the first meeting, Ha introduced himself as Ha, Deputy Minister of Construction, senior advisor to the Government in building large projects.

With the title of "Deputy Minister", Ha tricked Mr. Nam into drawing up the possibility of winning bids for construction projects including the Vung Ang reclamation and embankment project and the apartment building project at 8 Tran Quoc Toan, Hanoi.

To gain trust, Ha presented documents such as: Document approving Hai Minh Company as the general contractor for the Vung Ang reclamation and embankment project; documents from the Ministries announcing approval and capital arrangement plans for the project. In fact, these were just fake documents but the victims were not aware of it.

Confident, Mr. Nam informed a number of businesses, signed joint venture contracts with a commitment to put the businesses into construction after 3 months.

Mr. Nam collected nearly 18.5 billion VND from units and individuals who wanted to bid and transferred it to Ha. However, after receiving the money, Ha disappeared./.
