Forging the Prime Minister's signature, defrauding nearly 100 billion VND

With files and documents forged with the Prime Minister’s seal and signature, Quyet and Thuc defrauded and appropriated nearly 100 billion VND from businesses. In addition, they used many cars with license plate 80B for convenience in traveling.

According to case records, Tran Ngoc Quyet, born in 1953, residing in Lieu De, Nghia Hung, Nam Dinh, currently living in Minh Khai, Hai Ba Trung, Hanoi, is a freelancer and is always in poverty.

To get money, Quyet colluded with Phan Ngoc Thuc, born in 1971, residing in Tam Son Town, Quan Ba, Ha Giang, currently Director of Bach Diep Company Limited, currently residing in Hoang Liet Ward, Hoang Mai, Hanoi, to carry out billion-dollar frauds.

After discussing, Quyet accepted the task of forging documents such as: Certificate of project management staff, Documents on the establishment of the Social Security project management board, fake documents and seals of Prime Minister Nguyen Tan Dung... Meanwhile, Thuc accepted the task of going to the provinces to survey, find projects that need to mobilize capital and then report back to Quyet.

Having obtained the information, Quyet and Thuc together went to buy back 4 cars with license plate 80B for convenience in traveling, and to deceive the victims. After that, these two "super scammers" went to find the investors, Quyet introduced himself as the Head of the Government's project, and Thuc was a project officer. With the functions and powers of a Project Head, Quyet has the authority to approve the project and submit to the Prime Minister for signature to disburse the non-refundable international loan (ODA capital).

Once they had gained trust, Quyet and Thuc asked the investor to bribe them with money so that Quyet could complete the disbursement procedures. On the other hand, these two subjects went to meet the contractors and asked the construction contractors who wanted to participate in the project to give Quyet and Thuc money to get priority.

With a series of fake files, documents, papers... exactly like the real thing, until being arrested, the two subjects had defrauded nearly 100 billion VND from the victims.

Upon receiving the report, the Criminal Investigation Team - Hoang Mai District Police, Hanoi, quickly began investigating, clarifying the culprit, and confiscating 2 "blue-plate" cars, related machinery and equipment: 1 laptop, 1 color printer, 2 black and white printers, 1 scanner, 2 square seals, various documents impersonating the Government Project Management Board, fake Decisions, reports, personnel lists, fake documents of the Prime Minister's Decisions... related to 35 projects nationwide.

This can be considered a warning lesson for investors and contractors against the increasingly sophisticated and unpredictable tricks of criminals.
