(Baonghean) - On January 16, 2015, the Provincial People's Committee issued Official Dispatch No. 313/UBND-DTXD to the Department of Finance, the People's Committees of Ky Son and Tuong Duong districts, and Nghe An Water Supply Company Limited regarding the adjustment and reduction of clean water prices for households in Ky Son and Tuong Duong districts.

Considering the proposal of Nghe An Water Supply Company Limited in Document No. 17/CTCN-KH dated January 12, 2015 on adjusting and reducing clean water prices for households in the two districts of Ky Son and Tuong Duong, the Provincial People's Committee has the following opinion: "Agree with the plan to adjust and reduce clean water prices for households in the two districts of Tuong Duong and Ky Son proposed by Nghe An Water Supply Company Limited; Assign Nghe An Water Supply Company Limited to notify the People's Committees of the two districts of Ky Son and Tuong Duong about the application of new clean water product consumption prices in the area and implementation".

In the spirit of Official Dispatch No. 313/UBND-DTXD of the Provincial People's Committee, in the coming time, the price of clean water in Tuong Duong will be adjusted. It can be said that this is good news at the beginning of the new year for officials and people living in Hoa Binh Town and Thach Giam Commune.

Previously, after the Provincial People's Committee issued Decision No. 39/2014/QD-UBND dated June 20, 2014 on regulating the consumption price of clean water products, with the consumption price of 5,800 VND/m3 (calculated cumulatively for every 10m3), the people of Hoa Binh Town and Thach Giam (Tuong Duong) had many concerns and disagreements due to the price regulation being too high.

Hoa Binh Water Plant (Tuong Duong) was built with non-refundable funding from the Western Nghe An Rural Development Project VIE/208; put into use in December 2006 with a capacity of 800m3/day and night; the plant has a simple treatment system, microbiological treatment by chlorine injection; through a self-flowing system, supplying water to 843 households in the town, 360 households in Thach Giam commune and 38 agencies, administrative units, hospitals, schools... Water price is calculated according to Decision No. 1051/QD-UBND dated December 25, 2006 of the People's Committee of Tuong Duong district: 2,500 VND/m3 for households, agencies, units in the town; 1,500 VND/m3 for households in Thach Giam commune. In March 2012, Hoa Binh Water Plant was transferred to Nghe An Water Supply Company Limited according to Decision No. 1947/QD-UBND dated June 2, 2011 of the Provincial People's Committee.

People believe that with the investment of Hoa Binh Water Plant, Nghe An Water Supply Company Limited does not have to calculate asset depreciation. And because the water treatment technology is simple, manual; operated by the self-flowing method to supply water to Hoa Binh Town, a part of the people of Thach Giam Commune in the poor district of Region 3, the water price according to general regulations is high.

Immediately after the issue of clean water prices in Tuong Duong was reported by the press, the Standing Committee of the Provincial Party Committee paid attention and directed a review. In Notice No. 1252 - TB/TU dated September 11, 2014 of the Standing Committee of the Provincial Party Committee concluding the meeting of district, city and affiliated party committees in September 2014, it stated: "Regarding the review of clean water prices applied to Hoa Binh Town (Tuong Duong): Assign the Provincial People's Committee to direct the Department of Finance and other advisory agencies to consider reasonable adjustments".
