However, currently, the situation of illegal encroachment and use of sidewalks, roadsides, and curbs for business, trading, and production still exists and has increased recently. Re-encroachment occurs every day. Households doing business are dealing with the authorities. When the authorities arrive, they move their goods in, and when the authorities leave, they display their goods... In addition, there is a situation of changing one violation into another such as: stretching tarpaulins and using umbrellas to replace the removed roofs to encroach on the sidewalk for business, trading, and storing goods; car and motorbike washing spots on the sidewalk have not been thoroughly handled.

It should be noted that after the initial period of implementing the City's directives on ensuring urban traffic safety in 2012, some functional forces of wards and communes have been lax in disseminating and handling violations, so households have re-encroached on sidewalks and roadsides for business and services. Some garbage dumping sites and garbage collection vehicles are not reasonable, and the situation of dumping household waste and construction waste indiscriminately, at the wrong time and in the wrong place still occurs on many roads, especially food service businesses, grocery stores, and repair kiosks that still litter the streets and sidewalks, especially in the early morning.

Among the causes of the above phenomenon, the following problems have emerged: Some leaders of Party committees and local authorities have not regularly supervised and managed well; the responsibility of agencies and units for handling is not strict, not consistent, and still respectful; the direction, urging, and inspection of the Traffic Safety Committees at all levels has not been maintained regularly. Some members of the Traffic Safety Committees, Chairmen of People's Committees and Heads of Traffic Safety Committees of some wards and communes have not really paid attention to and have not spent time organizing and directing the implementation of work to ensure traffic order and safety, urban order, and environmental sanitation in the management area. The direction and implementation is not proactive, resolute, and thorough; the process of clearing traffic safety corridors has not gone hand in hand with maintenance, so the situation of re-encroachment still occurs frequently and increases. The role of state management in areas related to traffic order and safety and urban order is still limited; Especially the planning and construction licensing work has some unreasonable points, the implementation of planning is not synchronous. The awareness of all levels and sectors about the work of ensuring traffic safety and order, urban order... has not met the actual requirements, leading to the implementation of solutions not being drastic, not synchronous, not regular, not continuous, the coordination between all levels and sectors is not close, the political system has not been effectively mobilized, some Party committees and local authorities have not focused on investing properly.
These subjective reasons show that overcoming the existing problems is extremely difficult. This means that Vinh City is facing a great challenge to complete the key tasks in ensuring urban traffic order and safety that have been set out in the coming time. The solution to the above "difficult problem" requires both capacity and determination, and first of all, responsibility of the City's leaders; something that is often not mentioned in meetings and summary documents.
