Article 2Decision 1314/QD-BHXH stipulates the structure of health insurance card codes as follows:

The health insurance card code consists of 15 characters, divided into 6 boxes:

The first two characters (first box): Indicated by letters, are the code of the health insurance participant, including:

-DN: Employees working in enterprises established and operating under the Enterprise Law and Investment Law.

-HX: Employees working in cooperatives and cooperative unions established and operating under the Law on Cooperatives.

-CH: Employees working in state agencies, public service units, armed forces, political organizations, socio-political organizations, socio-political-professional organizations, socio-professional organizations and other social organizations.

-NN: Employees working in foreign agencies, organizations or international organizations in Vietnam, except in cases where international treaties to which the Socialist Republic of Vietnam is a member have other provisions.

-TK: Employees working in other organizations that employ labor and are established and operate in accordance with the provisions of law.

-HC: Cadres, civil servants, public employees according to the provisions of law on cadres, civil servants, public employees.

-Export: Non-professional workers in communes, wards and towns according to the provisions of law on cadres and civil servants;

-HT: Recipients of monthly pension and disability benefits;

-TB: People receiving monthly social insurance benefits due to work accidents or occupational diseases;

-NO: Employees who are on sick leave and are receiving sick leave benefits under the provisions of the law on social insurance due to illness on the list of illnesses requiring long-term treatment as prescribed by the Minister of Health;

-CT: People aged 80 and over who are receiving monthly pension benefits;

-XB: Retired commune, ward and town officials who are receiving monthly social insurance benefits;

-TN: People receiving unemployment benefits according to the provisions of the law on unemployment insurance;

-CS: Rubber workers who have retired and are receiving monthly allowances according to Decision No. 206/CP dated May 30, 1979 of the Government Council (now the Government) on policies for newly liberated workers who do heavy work that is harmful to their health and are now old and weak and have to quit their jobs;

-QN: Officers, professional soldiers, non-commissioned officers, and soldiers on active duty; people working in cryptography receive salaries as military personnel; cryptography students receive benefits and policies according to the benefits and policies for students at military schools;

-CA: Professional officers, non-commissioned officers and specialized and technical officers and non-commissioned officers currently working in the people's public security force, people's public security students, non-commissioned officers and soldiers serving for a limited period in the people's public security force; and cryptography students are entitled to regimes and policies according to the regimes and policies for students at public security schools;

-CY: People doing cryptographic work receive salaries like military personnel managed by Ministries, Branches and People's Committees at all levels, except for people doing cryptographic work who are given object codes QN and CA;

-XN: Retired commune, ward and town officials who are receiving monthly allowances from the State Budget;

The insurance card code has 15 characters, divided into 6 boxes.

-MS: People who have stopped receiving disability benefits are receiving monthly benefits from the state budget;

-CC: People with revolutionary contributions, including: People who participated in revolutionary activities before January 1, 1945; people who participated in revolutionary activities from January 1, 1945 to the August 1945 uprising; Vietnamese heroic mothers; war invalids, people enjoying policies like war invalids, war invalids of type B, sick soldiers with reduced working capacity of 81% or more;

-CK: People with revolutionary contributions according to the law on people with revolutionary contributions, except for those granted CC code;

-CB: Veterans according to the law on veterans;

-KC: People participating in the resistance war according to the law on people with revolutionary contributions as stipulated in the Prime Minister's Decisions.

-HD: Incumbent National Assembly deputies and People's Council deputies at all levels;

-TE: Children under 6 years old, including children 72 months old who have not yet reached school entry age in that year;

-BT: People eligible for monthly social security benefits according to the provisions of law;

-HN: People from poor households;

-DTEthnic minorities living in areas with difficult or especially difficult socio-economic conditions;

-DK: People living in areas with particularly difficult socio-economic conditions;

-XD: People living in island communes and island districts;

-TSRelatives of people with revolutionary contributions are biological fathers, biological mothers, wives or husbands, and children of martyrs; people who raised martyrs;

- TC: Relatives of people with revolutionary contributions, except for those granted TS code;

-China: Relatives of the subject are given the QN code;

-TA: Relatives of the subject are granted a CA code;

-TY: Relatives of the subject are given CY code;

-HG: People who have donated human organs according to the provisions of law;

-LS: Foreigners studying in Vietnam are granted scholarships from the Vietnamese State Budget;

-CN: People from near-poor households;

-HS: Students studying at educational and training institutions in the national education system;

-SV: Students studying at educational and training institutions and vocational training institutions in the national education system;

-GB: People in households engaged in agriculture, forestry, fishery and salt production with an average standard of living according to the provisions of law;

-GD: Participants in family health insurance include people in the household, except for the subjects specified in points a, b, c, d above.

Next character (2nd cell): Denoted by a number (in order from 1 to 5) ishealth insurance benefits.

In case a person belongs to many health insurance participants, the health insurance benefit level stated on the card is the benefit level of the participant with the highest benefits.

The next two characters (3rd box): Denoted by numbers (from 01 to 99) are the code of the province or centrally-run city where the health insurance card is issued.

The social insurance code of the Ministry of National Defense is symbolized by number 97, and that of the People's Public Security is symbolized by number 98.

The next two characters (4th box): Denoted by numbers (from 00 to 99) or letters (according to the Latin alphabet, from AA to ZZ) or a combination of numbers and letters, are the code of the district, town, or city under the province, where the health insurance card is managed and issued.

The next three characters (5th box): Denoted by numbers (from 001 to 999) are the management unit code, according to administrative boundaries and object type. In which, objects managed by communes take the first character as number 9 (901, 999).

Last five characters (6th box): Indicated by numbers (natural numbers from 00001 to 99999), is the serial number of the health insurance participant in a unit.

The medical examination and treatment facility code is represented by 5 numeric characters printed after the place of medical examination and treatment registration, understood as follows: The first two characters are denoted by numbers (from 01 to 99) which are the code of the province or centrally-run city where the initial medical examination and treatment facility is headquartered. The last three characters are denoted by numbers (from 001 to 999) or a combination of numbers and letters, which are the serial number of the health insurance medical examination and treatment facility.

The code of the place where the subject lives is shown by two characters, the symbol includes both letters and numbers in Article 4, specifically:

Symbol K1is the code where ethnic minorities and people from poor households participate in health insurance, living in areas with difficult socio-economic conditions according to the provisions of law.

Symbol K2is the code where ethnic minorities and people from poor households participate in health insurance, living in areas with especially difficult socio-economic conditions according to the provisions of law.

Symbol K3is the code of the place where the health insurance participant is living in the island commune or island district according to the provisions of law./.
